DutiesAs a Supervisory Budget and Finance Manager, you will : Develop a comprehensive financial management program for PHMSA and leads the Agency’s efforts in all aspects of this program including budget formulation, budget execution, budget justification, budget presentation, financial management analysis and review, and reporting, of financial statements, internal controls, and financial systems administration and operation.Represent the DCFO and CFO in meetings, discussions, and decision-making forums within the Agency. In addition, you should have experience working collaboratively with the Department, Enterprise Service Center, Office of Management and Budget (OMB), Treasury, and other external organizations.Manage the preparation of PHMSA's annual budget request submissions to the Office of the Secretary (OST), Office of Management and Budget (OMB), and Congress. In collaboration with Program Offices, proposes short-term and long-term budgetary strategies to PHMSA Executives for the formulation, presentation, and execution phases of PHMSA’s budget. Oversees the activities related to appropriation hearings, “walk throughs”, and meetings affecting PHMSA, including developing testimony and briefing materials and conducting briefings for those PHMSA executives impacted.Manage the effective execution of PHMSA's budget resources, which include up to 15 appropriation accounts. Oversee the analysis and evaluation of requested funding levels by PHMSA organizations for the budget request process, operating plans, spending plans, and end-of year “wish” list requests to ensure legal, effective, and efficient use of resources.Plan, direct and execute all financial activity at PHMSA including changing policies associated with GTAS requirements, and OMB circulars and any accounting-related legislation, such as the CFO Act of 1 990, OMB Circular A-123 (Management Accountability and Control), Federal Managers' Financial Integrity Act (FMFIA), Federal Financial Management Improvement Act (FFMIA), and other legislation that applies to PHMSA and / or DOT.Oversee PHMSA’s financial statement audit process in conjunction with the Consolidated DOT Annual Financial Statements. Plans and conducts studies to determine the effective execution of PHMSA's requirements for updated financial and grant information.Provide supervision and leadership to a diverse staff of professionals up to Grade GS-14 engaged in all aspects of budget and financial management, including developing and managing metrics to assess program effectiveness and progressExercise the full range of personnel management responsibilities typically performed by a second level supervisor. Plans, directs, coordinates, and evaluates the work of subordinates.
