Position Description:
The Vice President of Community Based Care (CBC) will oversee the successful implementation of Texans Together SSCC, which is the Division responsible for overseeing Community Based Care in Department of Family and Protective Services Region 6. To ensure Texans Together is a successful Single Source Continuum Contractor (SSCC), this position will:

 
  1. Provide strategic insight into industry best practices and use that insight to inform the strategic direction of Texans Together.
  2. Provide routine supervision for all direct reports and responsibly assesses job performance at least annually.  Also assumes responsibility for talent management (hiring and retaining quality staff).
  3. Create and maintain a culture that aligns with our vision for CBC.
  4. Develop effective processes for building high quality, clinically advanced, and sufficiently available service capacity for all eligible children and families within our geographic service area.
  5. Effectively engage with community stakeholders, including but not limited to: Public sector agencies, community service providers, Bench/Bar, Primary, Secondary, and Higher Education, Medical, Philanthropy, etc.
  6. Develop strong partnerships with DePelchin Family Services' administrative divisions, including but not limited to: Information Technology, Human Resources, Compliance, Finance, Program Development, Data & Analytics, and Advancement.
  7. Develop strong partnerships with DePelchin Children's Center's program divisions: Foster Care, Residential, and Counseling and Family Services.
  8. Meet and exceed contract and outcome measures as defined by the Department of Family and Protective Services.
  9. Meet and exceed outcome measures as defined by Texans Together.
  10. Uphold the confidentiality of the Agency’s client and business information.
  11. Remain current on agency and industry specific trends and data.
  12. Represent the COO at internal meetings.
Required Qualifications:
  • Master’s degree in Human or Social Sciences.
  • Ten (10) years’ experience in human or social services.
  • Five or more years of experience in leading divisions or departments.
  • Demonstrated experience in effectively implementing large scale change efforts.
  • Demonstrated experience in managing social service contracts or subcontractors.
Preferred Qualifications:
  • Doctorate preferred.
  • Five (5) or more years with child protection or child welfare experience.
  • Process or Change Management Certification.
Knowledge, Skills, and Abilities:
  • Knowledge of Texas Child Welfare generally, and Community Based Care specifically.
  • Knowledge of general business practices.
  • Must be proficient in Microsoft Outlook and Word.
  • Ability to maintain professional, confidential work environment.
  • Ability to work with culturally diverse populations and work force.
  • Ability to Interact with staff with a service orientation.
  • Ability to stay organized while executing multiple projects.
  • Ability to lead collaboratively with staff and across domains and stakeholders
  • Ability to motivate staff toward high quality performance and accountability
  • Ability to work attentively with strict deadlines
  • Ability to partner with local, state, private and public agencies to build collaborative relationships that support growth in client services, referral sources, funders and service partners.
  • Ability to build appropriate budgets and manage toward financial sustainability.
  • Strong attention to detail with a focus on accuracy and integrity.
Work Conditions:
  • Environment: Hybrid
  • Range of Schedule:  Mon – Fri, 7:00 am to 8:00 pm
  • Travel: Occasional – Drive throughout DFPS Region 6 to meet with various stakeholders and partners
