Central State Hospital (CSH) is a 277 bed Joint Commission accredited psychiatric inpatient facility located in Petersburg, Virginia. CSH has proudly been serving citizens of the Commonwealth since 1870, when we opened our doors as the first psychiatric hospital in the country dedicated to the treatment of African Americans. A new and modern CSH is currently under construction on the same property, with a scheduled completion date of 2027.

CSH maintains the only maximum-security treatment facility in the state (111 beds). We also have 166 beds available for individuals in the community who need inpatient care, as well as individuals in the criminal justice system. We believe that treatment should be holistic and focused on the person’s individual needs, recognizing that recovery is not linear or the same for every person. Treatment modalities may include medication, evidence-based group and individual therapy, peer support, psychosocial rehabilitation, vocational training, preparation for court, and treatment for substance use.

Purpose of Position:

To ensure the service provision of supervised staff is person centered and trauma informed, for building and maintaining relationships with community providers to ensure successful discharges; collaborating with multidisciplinary staff and community agencies to resolve barriers to discharges and assist in managing census.

Job Duties:

Performance Management

  • Expectations are clear, well communicated and relate to the goals and objectives of the department or unit.
  • Staff receive frequent, constructive feedback and coaching, including interim evaluations as appropriate and in compliance with policy.
  • Staff have the necessary knowledge, skills, and abilities to accomplish goals and are evaluated for competency throughout the evaluation cycle.
  • The requirements of the performance planning and evaluation system are met, and evaluations are completed by established deadlines with proper documentation.
  • Performance issues are addressed and documented as they occur in accordance with the Standards of Conduct
  • Unsatisfactory attendance and punctuality are addressed and documented as they occur in accordance with the Attendance Policy and the Standards of Conduct.
  • Works to continuously improve safety in all areas and ensure that all tasks are carried out in a safe and efficient manner complying with established safety regulations; balancing quality, cost, and safety to achieve positive results.
  • Staff has completed all mandated training requirements unless documented.

Consultation in Clinical areas, Case-management, and Discharge Planning.

Will provide clinical review of staff’s cases, proactively identify barriers and difficulties staff may need assistance with.

Will intervene as appropriate with clinical and/or administrative assistance as indicated.

Serve as back up for the therapeutic groups and treatment teams as needed.

Develops and maintains relationships with CSBs, families, and other community partners (i.e., jails, DOC, probation, ALFs, Mental Health Skill building, therapists, nursing facilities, etc.)

Will demonstrate behaviors that uphold the department mission along with the mission and values of Central State Hospital.

Displays respect and empathy when engaged with others.

Encourages persons served to have hope and positive expectations for their recovery.

Validates feelings, preferences, and facilitates choices of persons served whenever possible within appropriate legal constraints and hospital policy guidelines.

Has mandated access to a cell phone while offsite.

  • Maintain knowledge of policy and procedures regarding temporary visits, discharge planning, and discharge protocols.
  • Maintain knowledge of the NGRI process
  • Maintain knowledge of the civil admission and discharge process
  • Follows procedures of DBHDS discharge protocols.
  • Maintain knowledge of policy and procedures regarding documentation requirements.
  • Will review Discharge Readiness reports and provide constructive feedback to staff during supervision
  • Will be familiar with and able to share interventions attempted on cases that come to the attention of the Social Work Director
  • Collaborates with Social Work Staff, treatment teams, CSBs, community partners, and patients when barriers to discharge arise.
  • Will ensure that all scheduled groups and treatment team meetings have Social Work coverage.
  • Complete audits on a routine basis and implement tracking tools to manage deficiencies.
  • Facilitates monthly discharge readiness meetings, civil census meetings, and other meetings assigned to the role by the SW Director as needed.
  • Will be available for coverage in the SW Department as needed
  • Provides individual therapy and individual restoration services as needed.

Assistance to the Social Work Director

Will provide assistance with tasks and projects assigned by the Social Work Director-such as data collection and analysis

Will provide administrative coverage for the Assistant Social Work Direct and Social Work Director as needed.

Will demonstrate behaviors that support the Social Work Department mission and the Mission and Values of Central State Hospital.

  • Will administratively cover for the Social Work Director as needed.
  • Will consult with the Social Work Director when unsure how to proceed regarding supervisory duties.
  • Will collaborate with the Social Work Director and Assistant Social Work Director on making improvements in the department as needed.

Continuous Learning and Development

Will participate in Social Work department and hospital wide trainings.

Will attend special and relevant training events to enhance professional knowledge and skills to perform work duties.

Will demonstrate behaviors that support the Social Work Department mission and the mission and values of Central State Hospital.

  • Completes 100% of mandatory trainings in required timeframes.
  • Attendance of one or more non-mandatory trainings each year.
  • Maintains LCSW licensure.
  • Attends Social Work Departmental meetings and meetings scheduled with supervisor.
  • Actively participates in the mission and values of Central State Hospital through participation in Social Work Departmental meetings as well as through departmental/hospital work groups/committees as assigned.
  • Recognizes challenges and changes as opportunities and is open to new ideas.

Special Assignments

Includes but is not limited to group coverage, committee assignments, special projects, transportation, etc.

Minimum Qualifications


  • Requires a Master’s Degree in Social Work;
  • Licensed in the Commonwealth of Virginia as an LCSW.
  • Individual must have supervisory experience.

Knowledge, Skills, & Abilities and or Competencies Required to Successfully Perform the Work

  • Demonstrated ability to manage staff and provide administrative and clinical supervision.
  • Knowledge of the principles, theories, practices, services, and techniques of Social Work, preferably with the forensic or civilly committed mental health population.
  • Knowledge and demonstrated ability to provide case-management and coordinate resources for patients.
  • Knowledge and demonstrated ability of advanced assessment skills.
  • Ability and skills in providing individual and group educational/supportive/insight counseling as well as family therapy.
  • Ability to interview and gather pertinent information from patients and family.
  • Ability to individually and in conjunction with interdisciplinary teams, develop goals and implement treatment plans according to patient needs and identified problems.
  • Knowledge, skills, and ability to communicate effectively both orally and written.
  • Knowledge and understanding of the NASW code of ethics.
  • Ability to perform duties at a fast pace and with frequent changes.
  • Ability to interact with other professionals as a contributing team member.


Additional Considerations

  • Prior inpatient Social Work experience is preferred.
  • Experience working in/with DBHDS state psychiatric hospitals or CSBs/BHAs is highly desirable
