THE OFFICE
The HR Office here at DCR is looking for the best and the brightest the Commonwealth has to offer! And right now we’re in need of a top-notch professional who can help support our team as the new Employee Programs and Benefits Coordinator. You’ll be joining an incredible HR team at DCR in delivering comprehensive and best-in-class service for the 475 full-time employees, and 1500 wage, temporary, and contract positions that the agency supports.
THE OPPORTUNITY
In this mission-critical role you’ll be handling things like:
- Serving as the agency’s subject matter expert for employee benefits and related programs—promoting positive and supportive service, consultation, advice, guidance, and policy/procedure interpretation to internal and external customers.
- Timely and accurately communicating information out to employees regarding health care benefits, VRS notices, Flexible Spending, Life insurance, and available Deferred Compensation and Cash Match Programs.
Keying transactions related to employee retirements, FMLA, COBRA, Workers’ Compensation, VSDP, and VEC claims. - Serving as the liaison and/or primary point of contact with VRS, ICMA-RC, DHRM’s Office of Health Benefits, the Virginia Employment Commission, the Alight for managing VSDP claims, and MCI for managing Workers’ Compensation claims.
- Assisting with accurate and timely delivery of payroll by monitoring time, attendance, and leave reports and timesheets for inaccuracies, overtime usage, and proper coding for items such as FMLA, LWOP, etc.—completing payroll and leave-related audits as necessary.
- Preparing and submitting required monthly reconciliations such as VNAV Snapshot Preparation-Confirmation; as well as annual and semi-annual reports for OSHA, ACA, Workers Compensation, etc.
- Developing tools, guidance, and training activities to help the agency workforce better navigate complex issues such as ADA, Workers Compensation, and LWOP. Facilitating and enhancing the agency’s employee recognition and engagement programs/events, including service awards, CVC, CommonHealth, OnTheSquare, and others.
Minimum Qualifications
As it relates to MINIMUM qualifications, successful applicants will highlight in their applications:
- Progressive professional experience in the use of human resource information systems.
- Considerable knowledge of employee benefits administration, work-life programs, and related program coordination.
- Considerable knowledge of, and experience applying human resource management principles/practices as it relates to federal and state laws and regulations; including but not limited to: State Health Care programs, rules/regulations, processes, and benefits.
- Considerable knowledge of, and experience applying Virginia Sickness and Disability Program (VSDP) policies and procedures, timeframes, processes, and compliance requirements; Family and Medical Leave Act and Americans with Disability Act requirements, and associated processes.
- Considerable knowledge of, and experience with Workers’ Compensation rules, regulations, timeframes, and responsibilities.
- Working knowledge and experience providing consultation on state retirement benefits timelines and processes.
- Experience with Virginia Employment Commission rules and regulations, and unemployment claims processes.
- Experience handling and maintaining confidential protected health information and sensitive information.
- Demonstrated organizational skills, attention to detail, and commitment to quality customer service.
- Excellent interpersonal skills, including strong oral and written communication skills and the ability to communicate potentially detailed and complex information to others.
- Ability to research problems, apply analytical techniques, and follow through on issues to resolution. Proficient in the use of Microsoft Office Suite.
Additional Considerations
- Experience keying benefits-related transactions into human resource systems such as Cardinal, PeopleSoft, Banner, etc. Current possession of recognized industry certification or credential (e.g. PHR, SHRM-CP).
