THE AGENCY
The Virginia Department of Conservation and Recreation is the state’s lead conservation agency and it takes a diverse agency to work for a diverse commonwealth. DCR protects what people care about – access to the outdoors, natural habitats, open spaces, clean water and safe infrastructure. We manage 43 Virginia State Parks, which has thousands of campsites, hundreds of cabins, beaches, festivals, educational programs, more than 500 miles of trails … the list goes on.

If you’re someone who wants to love what you do, and make a difference, DCR is the place for you!

THE OFFICE
The Real Property Office (RPO) is responsible for the agency’s land acquisition and assists in land conservation efforts throughout the Commonwealth. RPO works with the State Parks and Natural Heritage Divisions to delineate and enforce boundaries for DCR-owned lands. The Office works with landowners near parks and natural area preserves to protect properties with open-space easements and to provide stewardship for those easements. In addition, RPO oversees the agency's leasing program for owned lands, field offices, and residential staff.

THE OPPORTUNITY
The Real Property Specialist serves in an agency support role to assist the Real Property Manager with all aspects of DCR land conservation transactions, including fee acquisitions related to Culpeper Battlefields State Park. The incumbent will also process other real property transactions such as utility easements that benefit or impact DCR lands and will assist in processing title research related to land stewardship issues.
This position is restricted and is funded with non-continuous or non-recurring funding and is subject to continuation based on fiscal year funds and the needs of the agency. This position is funded for up to three years and continued employment is dependent upon project need, availability of funding, and performance.
The Virginia Department of Conservation and Recreation offers paid leave; 12 paid holidays; medical, dental, vision, and life insurance; retirement plans (including 401a Cash Match and 457 Deferred Compensation Plan); and is a federally recognized Public Service Loan Forgiveness (PSLF) employer.

Minimum Qualifications

  • Demonstrated experience of land conservation, land management, natural resources, and planning.
  • Familiarity with real estate law and principles of real-estate management.
  • Demonstrated knowledge of Commonwealth real estate and easement acquisition processes, policies, and requirements.
  • Demonstrated knowledge of real estate legal instruments, deed restrictions, easements, or other land preservation documents.

  • Knowledge of natural resource, agricultural, forestal, and historic conservation practices.
