The Department of Children and Families (DCF) is seeking a dynamic individual for the role of Area Clinical Manager. Our ideal candidate is a natural leader who will provide clinical oversight, supervision, training and continuous quality improvement in the delivery of child protective services to those children and families served by the local area office. Services include assessment, treatment planning, intervention, crisis management, transition and discharge planning. The Area Clinical Manager works under the direction of the Area Director and will provide direct clinical expertise and leadership to Area Program Managers and a subordinate staff of social workers and supervisors.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Provide effective oversight, administration and operational direction for child protective cases to ensure appropriate, timely clinical decision-making processes and systems are in place.

  • Liaise with management to plan and organize the daily operations of the area office by establishing systems, protocols, and procedures that facilitate quality and efficient service delivery.

  • Support a collaborative environment in the successful implementation of agency programs and initiatives.

  • Utilize knowledge and skills necessary to ensure safety and deliver age-appropriate care and advocacy for children and families promoting healing, preventative developmental disruption, and psychological stress.

  • Ensure that all clinical practices, policies, and procedures adhere to the agency regulations; Support and communicate practices with area office staff.

  • Assist in managing effective and efficient use of financial assets and Human Resources within the area office.

  • Establish effective communication and guidance to support area office staff.

  • Ensure staff adheres to policy, practices, and procedures in the recruitment, training and support of foster, kinship and adoptive parents.

  • Assist in coordinating and overseeing case management and workload within appropriate staffing levels.

  • Participate in the agency’s obligations with the Area Citizen Board by attending meetings and maintaining collaborative working relationship with board members.

  • Maintain positive working relationships with other human service agencies, medical, law enforcement, local community stakeholders, and provider agencies.

  • Facilitate and lead staff with training and information regarding agency’s policy and practice changes.



Preferred Qualifications:
  • Master’s or higher degree with a major in social work, psychology, sociology, counseling, counseling education, criminal justice, human services or another relevant human services field.

  • Possess current licensure in Social Work and maintain license during tenure in position.

  • Familiarity of principles and practices of child development, child and family welfare, and industry trends/developments.

  • Expertise in community-based interventions to improve outcomes for low income, culturally diverse families and communities.

  • Competence in resolving problems and conflicts in a diplomatic and tactful manner.

  • Outstanding organizational, written and oral communications skills; attention to detail.

  • Ability to work under pressure and manage projects with a high degree of accuracy.

  • Capacity to maintain accurate records and exercise discretion in handling confidential information.

  • Record of supervising others, including the planning and assigning of work according to the nature of the job to be accomplished; Leading and developing high-performing teams.

  • Proficient usage of Microsoft Office products including Word, Excel, PowerPoint and Outlook.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
