The Department of Children and Families (DCF) is seeking a dynamic and dedicated individual to fill the role of Management and Planning Analyst. The selected candidate will support the efforts of the Director of Management Planning and Analysis (OMPA). The Management and Planning Analyst will be responsible for preparing operational reports that inform: DCF management plans, performance and outcome measures, and agency-wide planning activities.

The incumbent in coordination with the Director of OMPA will provide internal consulting services to the various offices and areas of the agency in order to improve service delivery, quality of practice and efficiency. The Management and Planning Analyst will also function as an interface between program and social work staff and technical management information systems staff.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
  • Prepare monthly, quarterly, semi-annual, annual and ad-hoc reports that inform management plans and improvement on performance measures.

  • Prepare management reports for use by the Commissioner and other executive staff, management staff and for external distribution.

  • Analyze data and trends in the DCF system and outside of DCF where it may affect the Agency’s mission.

  • Develop management information systems (manual and automated) that assist DCF in its work.

  • Provide interface (or Liaison) between social work, administrative and technical staff.

  • Act as project leader as needed.

Preferred Qualifications:
  • Public sector child welfare experience preferred.

  • Demonstrated knowledge and abilities in the following areas: evaluation, analysis, writing, statistics (preferred but not required), or quantitative techniques.

  • Demonstrated knowledge in the use of Microsoft Word, Excel, MS Access (preferred but not required), SPSS (preferred but not required), and GIS (preferred but not required).

  • Ability to communicate with staff and present information both orally and in writing.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) two years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis or in program administration or program management, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's or higher degree with a major in business administration, business management, public administration, industrial engineering or industrial management may be substituted for the required experience. *
II. A Bachelor's or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience. *

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
