The Department of Children and Families (DCF) is seeking a highly organized, dynamic, detailed and mission driven individual with experience in program management, human resources and procurement to fill the role of Regional Administrative Manager. Reporting to the Regional Director the selected candidate is responsible for managing the fiscal and administrative operations of the Region.

These responsibilities include budget, procurement, accounting, human resources, and space leases. The Regional Administrative Manager is also responsible for implementing DCF fiscal and administrative policy within the Region and as such has an indirect reporting relationship to DCF’s Chief Financial Officer. The Regional Administrative Manager will also provide oversight and direction to the Area Administrative Managers within the Region.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Financial:

  • Assist in development and oversight of annual region-wide service delivery and administrative budgets and spending plan.

  • Provide ongoing oversight of area office budget management and projected spending.

  • Support with expertise and technical assistance to area and regional staff on budgeting and expenditure issues.

  • Act as regional liaison to agency’s CFO and Budget Director on all regional spending issues and analyze expenditure data to inform financial decision-making.

Procurement/Bill Paying:

  • Oversight of all Regional Purchase of Service (POS) operations in order to assure compliance with state laws, regulations and policies.

  • Provide operational direction, assistance and training to area office management teams on procurement issues and technical assistance on quality assurance to vendors and department staff in order to assure compliance with contract provisions.

  • Facilitate all technical assistance and regional responsibility for Request for Responses (RFR) processes from proposal review through negotiation and contract and amendment/renewal execution.

  • Participate in Statewide Procurement design teams as requested, liaison with agency’s CFO and Procurement Director on all regional procurement issues, provide support and technical assistance to area and regional staff, providers, and the general public on issues related to payment of invoices, and liaison to agency’s CFO and Director of Accounting on any regional payment issues.

Facilities:

  • Participate in site visits and approval processes of all regional leased space procurements, participate in review of all Regional and Area Office space designs, participate in resolution of area and regional office leasing and facility operations issues through interaction with EHS’s Office of Leasing and State-Owned Property.

  • Provide technical assistance to area offices of the region on all facilities issues, including staff safety, security concerns, and records management.

Human Resources:

  • Provide support to Regional Director on staffing allocations and labor management issues, support, and technical assistance to staff on HR items, including benefits and entitlements, personnel, forms completion, and comp time/overtime.

IT/Data:

  • Identify area office network and telecommunication needs and assure needs are met through interaction with IT Division and Local Area Network (LAN) Managers.

  • Liaison to EHS IT as needed; provide assistance in research and analysis of data in order to promote quality assurance protocols and improve case practice measures; produce ad-hoc reports to frame Regional and Area Office decision-making.

Staff Supervision:

  • Supervise staff as assigned by the Regional Director, including Regional Administrative Coordinator, Regional Redaction Specialists, and other program and administrative staff.

Preferred Qualifications:

  • Four to five years experience with DCF and/or other EOHHS agency.

  • Knowledge of the public child welfare system and familiarity with DCF policy and procedure.

  • Knowledge of budget and expenditure control, and ability to prepare cost projection reports.

  • Ability to provide clear, concise oral and written communication involving complex issues.

  • Independent decision-making ability, manage multiple job tasks, and set priorities.

  • Ability to establish and maintain effective working relationships.

  • Capacity to analyze and determine the applicability of financial and program data, draw conclusions, and make appropriate recommendations.

  • Thorough familiarity and knowledge of PC's and information technology, preferably including spreadsheets and database software such as Microsoft Excel and Microsoft Access

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
