The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Budget Analyst in Richmond, Virginia. This position will work closely with the agency’s Budget Manager to prepare and monitor the annual and operational budget. What you will do:
- Provide support to the agency’s Budget Manager.
- Monitor agency budget activities, analyze financial data, and report results to management, as appropriate.
- Participate in the annual budget development process, prepare, analyze, and maintain budget packages.
- Work collaboratively with grants and program staff to meet ongoing business needs related to policies and procedures, reporting, internal controls, systems usage, and grant requirements and performance.
- Support the Budget Manager during the legislative session by providing data and information for legislative fiscal impact statements as well as responding to general inquiries on the fiscal impact to the agency of specific legislation.
- Assists with Agency’s FOIA matters.
- Manage and coordinate special projects as assigned.
Minimum Qualifications
- Knowledge of principles and practices related to budget formulation, monitoring, evaluation, forecasting and execution.
- Knowledge of cost accounting principles and practices.
- Knowledge of government, finance, and grant management requirements.
- Ability to collect and analyze data, conduct research, apply appropriate analytical and evaluative techniques, and formulate conclusions and recommendations.
- Knowledge of principles and practices related to internal audit controls and ability to audit financial transactions.
- Ability to prepare financial narratives and reports.
- Experience in finance, accounting, or related field.
- Experience working with Oracle Financials.
- Demonstrated working knowledge and experience with Microsoft Office Suite including Access and Excel.
- Ability to think strategically and cross culturally, and independently implement new initiatives and projects.
- Ability to articulate, both orally and in written form, clear and concise program objectives and goals and summarize achievements of programs in reports and other documents as requested.
- Documented experience working as an active, contributing team member, as well as an independent and self-motivated employee.
- Demonstrated ability to meet critical deadlines, handle multiple assignments, changing priorities, and ensure timeliness and quality of completed assignments.

The anticipated starting salary range is $60,000 to $70,000 plus the state’s benefits package.
