Job Duties
The Virginia Department of Education is seeking to fill the role of Assistant Superintendent of Budget and Finance. This position will provide leadership, management of the agency's budget, finance, procurement and state tax credit programs function and to provide related technical assistance to school divisions and DOE employees.
Pursuant to Sections 2.2-3114 and 2.2-3115 of the Code of Virginia, this position has been designated to file an annual "Statement of Economic Interest" form. This form must be filed at the time of employment and annually thereafter.

Minimum Qualifications
- Comprehensive knowledge of governmental accounting, auditing and budgeting functions, as well as agency, state and federal laws and regulations regarding financial operations, business processes, and reporting requirements.
- Comprehensive knowledge of governmental GAAP, GASB, and governmental/fund accounting and financial reporting requirements and procedures.
- Working knowledge of the Commonwealth Accounting Policies and Procedures (CAPP), Virginia Public Procurement Act (VPPA) and the Agency Procurement Manual (APSPM), the Agency Risk Management and Internal Control Standards (ARMICS), agency-specific fiscal requirements, and Virginia state government budgetary processes.
- Ability to develop agency operating budgets.
- Working knowledge of local government finance and operations and public-school administration.
- Considerable knowledge of federal education program and funding requirements, including the federal OMB Uniform Standards.
- Experience using current office software applications and financial management and procurement automated systems.
- Ability to strategically analyze expenditures and align financial planning and forecasting to strategic priorities of the agency.
- Ability to facilitate forecasting, budgeting, and tracking expenditures with senior leadership staff.
- Apply sound management techniques to identify and define problems and manage multiple assignments/projects of significant scope with critical deadlines.
- Ability to establish and maintain effective working relationships with inter-agency leaders, staff leadership, legislative members, DOE staff, and external customers, including leaders in local school divisions.
- Ability to serve as an agency fiscal lead and provide staff support and coordination of agency external audits.
- Working knowledge of Virginia capital funding processes.
- Ability to develop accounting and budgetary operating procedures/workflow documentation in an automated processing environment.
- Ability to develop, implement, and test internal controls and make recommendations for improvement.
- Ability to communicate information effectively verbally and in writing, including complex information to non-technical audiences.
Additional Considerations
- Extensive experience in executive level governmental accounting, budgeting, and financial management and reporting is required; experience in an education environment is preferred.
- Experience in fiscal communications including annual reports and fiscal analyses
- Experience analyzing, reconciling, evaluating, and monitoring budget/financial transactions required.
- Certification such as "Certified Public Accountant" preferred
