Job Duties
The Director of Information Technology plays a critical role in leading a cross-functional strategic program focused on achieving improved business outcomes and the organizational maturation of VDEM. This position leads VDEM activities in developing and implementing its agency IT strategic plan and directs tactical planning activities. This position reports to the Deputy State Coordinator, Chief Financial and Administrative Officer. It will support effective technology, planning, and business improvement in all agency business units to promote improved objectives and innovative outcomes. This position also manages and drives a high-performing solutions group using a continuous improvement culture with a combination of individual and group goal setting, project and support metrics, system development lifecycle processes and standards, and demand management.
Key responsibilities will include:
- Overseeing the delivery of quality application development and support for all VDEM and externally hosted applications; implementation of new applications; and piloting new technologies within the VDEM environment.
- Establishing and managing our strategic relationship with our IT service provider, VITA. Leveraging the systems and services provided by VITA to ensure the agency implements cost-effective, mission-critical IT solutions in support of the VDEM mission.
- Ensuring successful and compliant procurement, development, and implementation of applications to support the agency's day-to-day mission through effective planning, project initiation, business analysis, requirements definition, systems design, systems development, systems implementation, ongoing maintenance and enhancement, effective problem identification and resolution, production service, and systems administration support tasks.
- Managing the Information Technology Division's daily operations and project-related initiatives, including technical solution direction and staff resources.
- Plan, develop, and oversee comprehensive assessments, implementations, and provision of technical and non-technical support services activities for information technologies within VDEM.
- Oversee assurance of compliance with the VITA project management standards, policies, and guidelines for the development, enhancement, and maintenance of applications to deliver services that satisfy user requirements and VITA-established standards; oversees project planning and management, ensures production of quality deliverables, develops detailed knowledge and functional area expertise of business processes for VDEM.
- Providing strategic leadership and technical support to all facets of technology on the internal operations of VDEM.
- Working closely with leaders and other areas of VDEM to develop IT decision packages for submission of the agency IT budget.
- Providing oversight and management of the agency IT budget, including contractor management, invoice review, and timely payments of IT-related bills.
- Professionally representing the agency at high-level meetings.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations such as inclement weather and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official Employee Work Profile/job description.
Minimum Qualifications
- Demonstrate senior leadership experience and knowledge of business technology solutions, web and application development, architecture and integration, database management, and service delivery.
- Demonstrate experience managing an extensive, complex, mission-critical IT and application solutions portfolio.
- Demonstrate knowledge of senior leadership, administrative management, and supervisory principles and practices.
- Significant experience in IT leadership and managing a team of technology professionals. Proven ability to supervise, motivate, and challenge staff to meet and exceed expectations in a collaborative, matrixed organizational structure.
- Demonstrate ability to effectively manage in communicating and facilitating organizational change regarding new technology implementations.
- Demonstrate excellent time management skills.
- Demonstrate excellent verbal and written communication skills. Demonstrated ability to maintain positive, professional relationships with colleagues and stakeholders.
- Demonstrate communication skills and collaboration with non-technical and technical personnel concerning business and technical issues.
- Demonstrate experience in vendor management for staff and system implementations, including third-party software integration.
- Demonstrate ability to work independently and manage multiple priorities.
- Knowledge and experience as a project manager for IT projects.
- Must possess a valid driver's license and a satisfactory driving record.
Additional Considerations
- Understanding of VITA processes and policies.
- Experience serving in a senior Information Technology architecture role.
