Job Duties
Duties include but are not limited to:
- Collaborates with the VEST to develop, implement, and train on VEST processes, procedures, and plans, ensuring efficient and effective operational coordination.
- Assists the Operational Coordination Division Director in achieving division goals and aligning branch priorities with the agency’s strategic plan.
- Monitors the overall readiness of VEST personnel and systems, directing and coordinating preparedness, response, and recovery activities to maximize efficiency and quality within the VEOC.
- May supervise or oversee a team of up to thirty individuals during disaster response.
- Use project management principles to plan, execute, and oversee various initiatives within the VEST, ensuring timelines, budgets, and objectives are met effectively.
- Oversees the development, coordination, and implementation of the VEST Training and Exercise Program.
- Provides day-to-day supervision to four employees, including setting goals and expectations, managing performance, and addressing any concerns.
All VDEM employees are designated as essential personnel and may be required to work during emergency situations such as inclement weather and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official Employee Work Profile/job description.
Minimum Qualifications
- Considerable knowledge of state, federal, and local emergency operations systems as well as emergency response and recovery principles and concepts.
- Strong ability to prioritize, make decisions, and lead a team of individuals.
- Proven track record of leading and supervising teams, promoting collaboration, managing performance, fostering professional development and driving results.
- Skilled in managing multiple projects, managing programs, communicating effectively (written and verbal), and delivering complex information to diverse stakeholders.
- Ability to lead and work effectively with a wide range of stakeholders (federal, state, and local partners), fostering teamwork and cooperation.
- Strong presentation skills, demonstrated ability to conduct and deliver training.
- Skilled in project management, including planning, goal setting, and analyze and evaluate data to make program modifications
- Working knowledge of budget processes and procedures.
- Ability to prioritize and make decisions reflecting the mission of VDEM and the VEST;
- Considerable knowledge of agency communications systems.
- Ability to utilize information systems.
- Demonstrate strong attention to detail and excellent organizational skills.
- Strong computer skills and proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), WebEOC.
- Must possess a valid driver's license and satisfactory driving record.
Additional Considerations
- Experience in state government.
- Possess the current emergency management certification (IAEM or VEMA)
- Completion of Emergency Management Basic or Advanced Academy
