Job Duties
The VEST Coordinator will serve as a vital leader in one of the three VEST rotations and Virginia Department of Emergency Management (VDEM) programs through the building of strong relationships and coordinating with private sector organizations, infrastructure agencies, and other stakeholders. These efforts will directly support the operationalization of disaster preparedness, prevention, response, recovery, and mitigation.
The duties for this position includes but are not limited to:
- Assist the Chief of the VEST and Operational Coordination Division Director in the strategic development and coordination of VEST and the readiness of the Virginia Emergency Operations Center.
- Serve as the primary liaison for the coordination of critical infrastructure restoration during emergencies and disasters. This duty involves working with several different state agencies.
- Coordinate with and support the VDEM Critical Infrastructure Program, ensuring effective communication, information sharing, and tool development during response and recovery operations.
- Serve as the primary liaison to develop and update processes and procedures for coordination of resource support and information sharing by building and overseeing the VEST Business Emergency Operations Center (BEOC).
- Serve as the lead agency representative for ENDEAVOR Virginia.
All VDEM employees are designated as essential personnel and may be required to work during emergencies, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.
Minimum Qualifications
- Considerable knowledge of agency program combined with strong communication management skills.
- Proficient in project management, with the ability to plan, establish goals and objectives, analyze and evaluate data to make program modifications.
- Skilled in anticipating future needs and identifying potential funding opportunities.
- Demonstrated leadership ability to develop and motivate multi-disciplinary teams, fostering collaboration with internal colleagues, as well as federal, state, local, and private sector partners.
- Strong presentation skills with a demonstrated ability to influence others, gaining buy-in, and leading teams through changes and new processes. Capable of delivering effective training and communication both orally and in writing.
- Considerable knowledge of private sector program practices and methods, and how they support emergency management functions, particularly during response and recovery phases.
- Working knowledge of budget processes, finance, and procurement procedures, with the ability to prioritize tasks and make decisions that align with VDEM's mission and the Virginia Emergency Support Team (VEST).
- Considerable knowledge of agency communication systems, expert-level computer skills, and proficiency in tools such as WebEOC.
- Demonstrated ability to communicate effectively with public officials, state agencies, private sector organizations, and the general public.
- Adept at planning, organizing, and executing programs and projects while building strong partnerships with infrastructure-related agencies and organizations to support disaster response and recovery.
- Ability to manage projects under stressful emergency conditions to achieve desired results during critical phases of response and recovery.
- Must possess a satisfactory driving record and a valid driver's license.
Additional Considerations
- Completion of Emergency Management Basic or Advanced Academy.
- Experience working in the emergency management field.
- Current emergency management certification (IAEM or VEMA).
- Demonstrated understanding of advanced EM knowledge and leadership through consistent professional development.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
