Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Integrated Water Management office under the Bureau of Environmental Planning and Analysis (BEPA) is currently seeking a Deputy Director of Integrated Water Management to support several high-priority initiatives including the Water Demand Management Plan and annual water conservation reporting (Water Supply Permit WSA#11,352), Sustainable Rate Structure Analysis (OneNYC Initiative 28), and Integrated Water Management Planning and Assessment (OneNYC Initiative 28). These programs are part of DEP’s One Water approach which applies a holistic water management framework to improve water quality, climate resiliency, and demand management while taking into account water rate affordability and equity. The Deputy Director will identify integrated water management opportunities, conduct opportunities analyses, and map these opportunities using ArcGIS and/or ArcMap Online, to support stormwater/wastewater/drinking water nexus projects. They will gather, organize, and analyze data and research, including land use, demographics, and climate and water demand projections, and develop metrics and indicators including socio-economic costs and benefits, research and identify best practices, monitor performance, make programmatic recommendations, and other expressed needs of the agency, in support of MS4, LTCP, DEP’s Strategic Plan, and the Mayor’s sustainability goals, plus compliance with State Pollutant Discharge Elimination System (SPDES) Permit regulations.

Overall, the Deputy Director will assist on a variety of technical, administrative, and quantitative duties, and will assist with coordination with operational Bureaus and interagency teams. They will also assist in reviewing reports and deliverables prepared by consultants and contractors; assist in preparing, coordinating, and drafting annual reports and other publications; and support other large projects under the direction of BEPA senior managers. They will collect, analyze, and integrate relevant data and research from various sources to support agency planning efforts, and will assist with coordination with operational Bureaus and interagency teams. Specifically, they will assist in developing benefit-cost analyses to determine the role of the Bureau’s sustainability programs in reducing capital and operational expenses, as well as minimizing costs to rate payers. They may also represent the agency in forums such as the Water Utility Climate Alliance, US Water Alliance, and Water Agency Leaders Alliance.

The ideal candidate will have experience in the field of water resources planning, with competency in geospatial and data analysis, as well as project management experience including grant and contract management. However, experience in other fields such as climate resilience, city planning, as well as prior government experience, will also be considered. The successful candidate will function in a support role to senior managers on a number of technical, administrative, costing, and long-range planning tasks. This position will be part of a highly dynamic team working on a range of complex tasks simultaneously.

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills


- Experience in managing drinking water, stormwater, climate resilience, or similar projects. - Experience in project management including contract management and grant development/management. - Excellent written and oral communication skills including communicating technical details to lay audiences. - Proficiency in quantitative statistical analysis and related software (Excel, SQL, and R). - Proficiency in Geographic Information System (ArcGIS). - Knowledge and practical application of quantitative statistical analysis, socioeconomic and geographical data interpretation methods. - Ability to prioritize and perform multiple tasks under strict deadlines. - Team player, able to work with multiple senior managers and staff teams to help achieve the strategic vision of the Department.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
