Job Description
The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $23.8B, and another $10.5B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.
The Human Resources & Support (HR&S) division consists of two sections composed of Personnel Services and Administrative Support. Each section is responsible for promoting professional development and providing exceptional administrative customer services to BEDC employees.
BEDC seeks to hire an IT Service Management Specialist for the Human Resources & Support (HR&S) directorate, located at our headquarters in Queens, NY. Under general supervision of the HR Director, and with considerable latitude for independent initiative and judgement, the selected candidate will serve as an HR Data Systems Analyst. The selected candidate will manage the HR system. They will provide technical support to the HR&S team on the design, development, implementation, troubleshooting, enhancement, maintenance, and security of our Web and database management systems. Additionally, the selected candidate will assist the Program Management Office (PMO) within BEDC with any special projects as assigned, to support project delivery teams. The selected candidate will need to be skilled in application development to support best in class management of BEDC’s capital projects. They will manage data captured and maintain tools within existing DEP-used technology, such as eBuilder, ASP.NET MVC, Power BI and SQL, to capture, manipulate, or report on project management data.
Typical tasks will include:
- Address system users support requests
- Interface with technology providers personnel to address problems
- Participate in ongoing maintenance and support for multiple systems.
- Analyze business requirements into technical requirements for reporting/visualizations, data models, and databases.
- Collaborate with cross-functional teams to understand project requirements and translate them into technical specifications.
- Oversee development and maintenance of the department's data repository and ensure successful data gathering and validating the accuracy of the data prior to publication of reports
- Develop IT-based solutions consisting of contextual, conceptual, and logical architectures using standards-based, rigorous methodologies and best practices.
- Install and update software applications and operating systems
- Collaborate with HR&S and IT staff/departments to implement new technology solutions and upgrades
- Design, develop, and implement software solutions using C# and the .NET framework.
- Write clean, efficient, and maintainable code following industry best practices.
- Conduct thorough testing and debugging if applications to ensure smooth functionality.
- Participate in code reviews to ensure code quality and adherence to coding standards.
- Ability to adapt to new technologies and being able to set and follow development standards.
- Troubleshoot and resolve technical problems in a timely manner.
PREFERRED SKILLS
- Strong organization, writing, communication skills, with a strong vision of the goals
- Experience gathering requirement from project teams and management for their needs
- Experience in build Dashboards and reports using SSRS and Power BI.
- Strong SQL skills with experience working with large datasets to generate reports and dashboards
- Broad technology experience in application development, cloud architecture, Relational/NoSQL databases, analytics, machine learning, DevOps, management, and monitoring
- Experience with broad technology delivery, including custom development using various development languages such as C#, Java
- Hands-on experience with .NET Technologies.
- Experience working with Microsoft SQL Server, creating data definitions and SSIS packages.
- Web application is preferred.
- Experience with Microsoft Visual Studio, Microsoft SQL Management Studio, Microsoft Reporting Services, Development of complex ETL data transformations using SSIS and stored procedure is a plus.
- Experience in Agile Scrum and Waterfall Software Development Lifecycle

Minimum Qualifications
1. A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to information technology service management, process management, operations;
2. A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to information technology service management, process management, operations;
3. Education and/or experience which is equivalent to "1" or "2" above.
