The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air, land, and water. Our work impacts every aspect of people's lives and is critical to the health and wellbeing of our residents and visitors. MassDEP is the lead agency for safe management of toxics and hazardous materials, promotion of waste reduction and recycling, preservation of the state's wetlands and coastal resources, air quality monitoring and pollution reduction, and so much more.

MassDEP seeks applicants for a Field Project Manager (Environmental Analyst IV) position within the Bureau of Air and Waste, Division of Air and Climate Programs. This position is full-time and is assigned to the Air Assessment Branch (AAB) located at MassDEP’s Wall Experiment Station, 37 Shattuck Street, Lawrence MA. The workplace is a hybrid work model that combines working in the office, in the field and remotely.

• Lead field staff by providing daily guidance and assistance with day-to-day field operations of the ambient air monitoring network. Address unexpected equipment malfunctions and coordinate staff to ensure continuous operation of the air monitoring network and achieve data capture goals. Provide detailed project updates as requested and notify the Field Supervisor of project delays or problems.
• Supervise and maintain a productive staff by recruiting, training, and developing successful employees. Provide regular feedback to field staff and execute formal performance evaluations. Coach, advise, and discipline employees as needed. Model positive behaviors and promote a collaborative and cooperative environment.
• Effectively communicate, implement, and enforce departmental systems, policies, and guidance. Ensure the field staff accurately and correctly document field activities in logbook entries, forms, and other report templates.
• Review field activities to ensure that all quality assurance and quality control (QA/QC) tasks, maintenance tasks, and field repairs are performed in accordance with standard operating procedures (SOPs) in a timely manner. Investigate any anomalies and provide guidance as needed.
• Manage AAB’s meteorological (MET) program by preparing and tracking a certification schedule to ensure MET sensors are certified by prescribed deadlines, perform routine maintenance and repair of MET sensors, troubleshoot malfunctions and coordinate vendor repairs as necessary, receive, inspect, and test new MET sensors prior to field deployment, coordinate annual MET sensor replacements.
• Complete routine preventative maintenance on electronic and mechanical air monitoring equipment at field sites and at the Lawrence laboratory. Document all maintenance activities in logbook entries.
• Replace, troubleshoot, and repair malfunctioning air monitoring equipment at field sites and at the Lawrence laboratory. Coordinate vendor repairs as necessary.
• Certify ozone transfer standards for calibrating ambient ozone analyzers according to EPA requirements and guidance presented in the most recent Technical Assistance Document (TAD). Adhere closely to the certification schedule to make certain all precision checks are captured at each monitoring site and document all certification activities in logbook entries.
• Assist the Field Supervisor with operating and maintaining AAB’s data acquisition system (DAS) and communication equipment, including programming automated tasks, monitoring and maintaining synchronizing operations, programming dataloggers, and managing file transfers.
• Research and recommend Federal Reference Method (FRM) and Federal Equivalent Method (FEM) instrument solutions based on Departmental needs. Research and recommend non-FRM/FEM devices as requested.
• Assess air monitoring equipment performance and make recommendations for improvements or alternatives.
• Plan, execute, and document training with AAB personnel on topics such as equipment maintenance, troubleshooting, and repairs.
• Create and maintain SOPs for equipment management and operation.
• Prepare budgets and cost control strategies to forecast funding needs, acquire resources, track expenses, and monitoring cost variations.
• Collect and install biological air monitoring samples at several fixed locations in and around the Boston area for delivery to the Department of Public Health laboratory in Jamaica Plain.
• Other activities in support of AAB operations as necessary.

• Excellent leadership skills, such as the ability to motivate, mentor, and coach team members, as well as the capability to provide constructive feedback and resolve conflicts within the team.
• Ability to understand and apply laws, rules and regulations concerning the environment, in particular those dealing with ambient air quality and ambient air monitoring.
• Knowledge of air pollution science, monitoring methods, and QA/QC procedures.
• Knowledge of scientific principles and proficiency in mathematics (algebra and statistics.)
• Experience operating, calibrating and maintaining air monitoring equipment or other electronic equipment.
• Ability to use hand tools, climb ladders, work on roof tops, move equipment and compressed gas cylinders and other equipment up to 50 lbs. in weight.
• Ability to write clear, concise reports, letters etc. and maintain accurate records.
• Proven ability to meet deadlines and prioritize multiple responsibilities.
• Initiative and ability to work independently while also interacting effectively in a team environment.
• Basic computer skills, including a working knowledge and experience with Microsoft Outlook, Microsoft Word, and Microsoft Excel.
• Possession of a valid driver’s license.

• Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
