Job Duties
The Department of Environmental Quality (DEQ), Blue Ridge Regional Office (BRRO) is seeking qualified candidates for the position of Air Compliance Technical Reviewer. This position will administer technical programs and provide technical support to staff and the regulated community in the areas of air compliance assessment, regulatory interpretation, emissions inventory, emissions monitoring, and emissions testing. The Air Compliance Technical Reviewer will conduct inspections, review records and permits, evaluate reports and investigate complaints to assess compliance with Air Pollution Control Law and Regulations and initiate and follow through on enforcement in cases of non-compliance in order to protect, enhance, and preserve environmental resources in Virginia. This position will also evaluate DEQ inspection reports, permits, submitted source records and stack test reports for compliance with Air Pollution Control Law and Federal Regulations. Conduct inspections of air pollution sources as needed. Prepare detailed and timely reviews of staff inspection, excess emission, stack test and other reports. Prepare draft guidance for evaluating compliance with both existing and new Federal programs (NSPS, MACT). Train new inspectors on evaluation processes. Initiate and follow through on enforcement cases to assure compliance with applicable permit conditions and regulations.
Minimum Qualifications
- Considerable working knowledge of physical science and/or engineering principles and practices gained through education and/or work experience.
- Considerable working knowledge of and experience with state and/or Federal environmental regulations and laws to include air pollution control.
- Knowledge and/or experience with industrial processes and air pollution controls.
- Ability to convey highly technical information to a variety of audiences and to communicate effectively, both orally and in writing, with a variety of education levels and personality types in a tactful and diplomatic manner.
- Ability to organize work and perform tasks independently and in a timely manner; analyze and solve problems and make decisions and/or recommendations consistent with DEQ’s mission and policies
- Experience with mathematical calculations.
- Computer skills (word processing, spreadsheets, and database mgmt.)
- Obtain (within 6 months of employment) EPA Method 9 certification and maintain certification as deemed necessary to fulfill job responsibilities.
Additional Considerations
- Coursework in engineering and/or physical science, or a combination of work experience and education demonstrating an equivalent technical background.
