Job Duties
The Department of Environmental Quality's Blue Ridge Regional Office (BRRO) is seeking qualified candidates for the position of Solid Waste Permit Writer. This position will review permit applications and permit amendment applications for solid waste landfills and other solid waste management facilities to ensure all regulatory requirements are met in accordance with applicable laws and regulations. This position will prepare draft permits, write public notices, attend public hearings and prepare a written response to public comments. The Solid Waste Permit Writer will also meet with applicants and/or consultants to discuss regulatory and technical requirements. Review construction quality assurance documentation and perform follow-up inspections during and after construction. As well as review and update issued permits.
Minimum Qualifications
- Knowledge, skills, and abilities in engineering fundamentals, soil mechanics, fluid mechanics, strength of materials, mathematics, and geotechnical testing.
- Knowledge, skills, and abilities in federal and state solid waste management regulations.
- Demonstrated strong technical writing skills and the ability to read and interpret engineering plans and specifications.
- Demonstrated ability to make sound decisions and resolve problems independently and as part of a team.
- Ability to communicate effectively both verbally and in writing, and to prepare and present technical reports.
- Ability to manage multiple projects concurrently.
- Combination of education, experience, or training in solid waste management and/or engineering.
Additional Considerations
- Civil, chemical, environmental, sanitary, or geological engineering training and/or experience.
- Must be able to complete or provide certification of previous completion of the following National Incident Management (NIMS) courses: ICS 100 and ICS 700.
