Job Duties
The Department of Environmental Quality (DEQ) is seeking qualified candidates to serve as the Stormwater Compliance and Inspections Supervisor. This position will plan, administer, organize, and manage the Virginia Stormwater Management Program (VSMP), Virginia Erosion and Sediment Control Program (VESCP) and Annual Standards and Specifications compliance efforts of the Construction Stormwater, MS4, and pipeline/utility/specialty project compliance and inspection teams. This position identifies problems and needs, sets work tasks and schedules, and allocates staff and other resources; provides technical/regulatory guidance to regional and central office water compliance program staff; develops and implements guidance, procedures, and policies in order to ensure the implementation of consistent, legal, and accurate compliance inspections and reports; provides superior customer service to facilitate compliance with environmental regulations and effectively describes Departmental programs and procedures to permittees and the public.
Minimum Qualifications
- Knowledgeable of the VESMP, VSMP, VESCP, MS4 Programs, applicable engineering and control technologies principles and practices, and the application of Standards and Specifications to compliance activities.
- Experience in conducting complex construction site inspections to determine compliance with stormwater, erosion, and sediment control requirements.
- Experience with program/project and personnel management.
- Experience in conducting complaint investigations involving construction activity, construction site storm water and erosion and sediment control compliance and enforcement, and auditing of local programs.
- Experience in the use of DEQ’s Stormwater Construction General Permit (SWCGP) system, Comprehensive Environmental Data System (CEDS) and Pollution Response Program (PReP).
- Strong problem solving and verbal and written communication skill set.
- Knowledge of Microsoft Office Software (e.g., Word, Excel, etc.).
- Must have Dual Combined Administrator Certification for ESC and Stormwater Management.
- Ability to travel; at least 25% travel required.
- This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required.
Additional Considerations
- Combination of education or training with coursework in an engineering, physical science, or planning discipline.
- Experience with Construction General Permit regulation, VESMP Regulation, Small MS4 General Permit Regulation, and storm water best management practices.
- Experience interacting with permittees, contractors, staff, and local, state and federal entities in a regulatory capacity.
