Job Description

The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

Under the general direction of the Assistant Commissioner of HR & LR, with latitude for independent judgment and decision-making, the incumbent:

  • Conducts research and provides guidance on collective bargaining agreements, civil service and labor laws, and other material pertinent to effective labor relations.
  • Liaises with internal and external parties, including but not limited to the NYC Office of Labor Relations, Department of Citywide Administrative Services, Department of Health & Mental Hygiene, Office of Administrative Trials and Hearings, unions, and other stakeholders.
  • May assist with labor negotiations.
  • Reviews and provide guidance to supervisors regarding disciplinary actions and labor-related matters.
  • Liaise with the DOHMH Employment Law Unit and may draft charges.
  • Handles all aspects of the agency’s performance management process, including maintaining performance tracking methods, assisting with creating evaluatory documents, and conducting training.
  • Participates and provides guidance for Step I, Step II, and Step III, serving as a hearing officer, drafting decisions, stipulations, and preparing research for the applicable steps.
  • May handle the agency’s absence control procedure.
  • May track employee probationary periods.
  • Assist and may lead classification and compensation projects.
  • Monitors and ensures personnel compliance.
  • Assists in developing standard operating procedures and policies, as directed.
  • Performs other duties, as required.
  • May supervise staff performing Labor, Employee Relations, Compliance, and Performance Management work.

Minimum Qualifications


1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics, industrial psychology or a closely related social science field and one year of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning, or a related area; or
2. A baccalaureate degree from an accredited college and three years of professional experience as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college.


Preferred Skills


-Strong labor relations and/or employee discipline background. -Working knowledge of NYC Personnel Rules and Regulations. -Familiarity with citywide and collective bargaining unit agreements. -Experience using CHRMS, PMS, and NYCAPS.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
