Division/Program Summary:
The NYC Health Department’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) falls within the Division of Disease Control, oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs. BHHS does this through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS’s over 500 staff members work across eight programs: Administration, HIV Care and Treatment, HIV Epidemiology, HIV Prevention, Policy and External Affairs, Racial Equity and Social Justice Initiatives, STI, and Viral Hepatitis.

ACE staff is responsible for outreach to the approximately 2,000 HIV providers and community-based organizations. ACE staff undertake the continuous education of providers and community members about HIV-related laws and regulations and build/maintain structure for timely reporting of HIV diagnosis and linkage to care and services for patients and partners to further curb further spread of HIV.

Position Summary:
The Unit is recruiting a Supervising Public Health Advisor to serve as a Coordinator, reporting to Team Leads within the ACE Team. The ACE Team is seeking to add a team member who will be assigned to the following work hours: Tuesday to Friday: 11am -7pm; Saturday: 10 am to 6pm.

Job Duties and Responsibilities:
  • Oversight of work of Public Health Advisers engaged in outreach and case management of HIV partner services and linkage to care services.
  • Conduct supplemental interviews and community investigations with patients to promote adherence to care and increase partner notification and testing.
  • Educate patients and partner about HIV prevention and control.
  • Perform medical chart review and abstraction.
  • Conduct case reviews with ACE staff to assure quality.
  • Assure that data is updated in the unit database.
  • Review and follow up on case management reports.
  • Assist with the ongoing training and development of ACE staff.
  • Conduct outreach and professional relations activities with health care providers.
  • Assist with program review and evaluation.
  • Assist with development of the protocols and data collection instruments.
  • Serve in an activated role and reassigned to other work as needed by serving in an emergency role within Surveillance/Epidemiology or Clinical Operations groups.

Minimum Qualifications


1. A baccalaureate degree from an accredited college or university, and two years of full-time satisfactory experience in a public health program, performing duties involving case finding, case management, interviewing, investigating and other related public health work, one year of which must have been in a supervisory capacity; or

2. An associate degree from an accredited college or university, including or supplemented by twelve semester credits in health education, or in health, social or biological sciences; and four years of experience as described in "1" above, one year of which must have been in a supervisory capacity; or

3. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and six years of experience as described in "1" above, one year of which must have been in a supervisory capacity; or

4. A satisfactory combination of education and/or experience equivalent to "1", "2" or "3" above. Undergraduate college credit may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. Twelve credits in the health, social or biological sciences may be substituted for an additional six
months of experience. However, all candidates must have a four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a minimum of two years of experience, one year of which must have been in a supervisory capacity, as described in "1" above.
