Job Description

The Center for Health Equity & Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of the harm perpetuated by centuries of racist, socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community, faith-based, and health care organizations. CHECW's work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well being of New Yorkers.

CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Healthy Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration and Services. The division's Deputy Commissioner also serves as the Agency's Chief Medical Officer. The Bureau of Bronx Neighborhood Health, formerly known as the Bronx Neighborhood Health Action Centers. works to improve access to quality, culturally appropriate primary care for New Yorkers, particularly those who are at risk for poor health outcomes, strengthens the Department's ability to strategically partner with the NYC health care system, and advances policy to close racial equity gap for priority health outcomes. The Bureau aims to create and implement policy, planning, program and research interventions that maximize opportunities and increase access to affordable, high quality, and coordinated primary care with a strong focus on health equity . The Bureau of Bronx Neighborhood Health seeks to hire a Special Project Manager to manage and/or lead special projects , conduct research, coordinate and lead staff across the bureau.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
  • Conduct research, coordinate, and lead staff across the bureau to create, refine, format, proofread, and organize deliverables, metrics, and research reports, applying a racial equity lens to documents in review.
  • Manage and/or lead special projects at the request of the CMO/DCMO as needed.
  • Provide analyses, working with bureau directors and staff to develop, plan, support and implement new initiatives and programs for the bureau.
  • Meet regularly with Assistant Commissioner to provide regular updates on current projects by gathering information from project managers and leaders, prompting them for any necessary actions and documentation progress.
  • Provide analyses and recommendations on strategic approaches to ensure progress on bureau projects and identify next steps or alternate solutions to project issues as needed.
  • Coordinate efforts with external stakeholders that advance key agency goals and strategic priorities.
  • Conduct research to maintain an up-to-date knowledge data base on critical issues in public health, chronic disease prevention and management, place-based work, community engagement, bridging public health and health care, COVID-19, and social determinants of health, including research, policy, and programmatic interventions.
  • Support the planning and development of events, meetings and conferences with internal and plan bureau-wide events as needed.
  • Oversee the coordination of responses to ad hoc requests from agency leadership and City Hall, collaborating with and triaging to appropriate staff and ensuring proper follow up.
  • Serve as a trusted advisor to the Assistant Commissioner and Executive Director on strategic initiatives.
  • Support executive communications and agency scholarship by drafting and contributing to commentary or review of letters and articles for publication in peer-reviewed literature.

Project management: Ability to manage high profile projects efficiently with attention to detail, and collaborate with multiple internal and external partners

Communication skills: Strong interpersonal and communication skills

Outstanding interpersonal, written and computer skills

Operational experience in both administrative functions and relationship management

Public health knowledge: Knowledge of and interest in public health, health policy and primary care

Critical thinking skills and be able to digest and interpret information quickly

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
