Job Duties
- This position works both independently and collaboratively with general direction from the CFO and Deputy Director and provides fiscal and administrative support to the team.
- Advances the Commonwealth’s Historic Resource programs through the responsible direction and management of short and long range planning of resources.
- Experience tracking, monitoring, and executing financial activities within a state agency to ensure that agency mission, goals and objectives are accomplished in an effective and efficient manner.
Minimum Qualifications
- Experience in and demonstrating knowledge of state government fiscal processes, procedures, and compliance requirements.
- Experience demonstrating extensive knowledge of Cardinal Financials and Cardinal HCM, and extensive experience keying transactions into Cardinal Financials and Cardinal HCM is required.
- Experience demonstrating ability to make quality, timely decisions, sometimes with incomplete information, based upon experience and sound judgment, and to handle diverse, unusually complex, and sometimes sensitive situations.
- Experience demonstrating the ability to use independent judgement in the interpretation and analysis of rules, regulations, policies and procedures.
- Experience demonstrating the ability to work effectively with agency management, employees, central agency management and staff, auditors, and agency clients.
- Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP).
- Familiarity with Bank of America Works system and OLR (online reconciliation).
- Knowledge and experience with ARMICS process.
- Experience demonstrating comprehensive knowledge of procurement and contracting principles and processes.
- Proficiency in Microsoft suite of products (Word, Excel, PowerPoint).
- Familiarity with QuickBooks and FAACS.
Additional Considerations
- Experience demonstrating extensive knowledge of Cardinal Financials and Cardinal HCM, and extensive experience keying transactions into Cardinal Financials and Cardinal HCM is required. Experience demonstrating extensive knowledge of Virginia state agency budget development and execution, accounting operations, directing strategic planning and Virginia state agency procurement and contracting is required.
- A valid driver license is required.
- Experience demonstrating advanced skills in Microsoft Excel, SharePoint, and other web-based computer operating systems is preferred.
- Graduation from an accredited college and university with major course work in business management, accounting or related field preferred. Advanced degree and/or CPA preferred.
