What are the responsibilities and job description for the Compliance Specialist position at Dept of Human Resources?
This position is located in the DC Department of Human Resources, Policy and Compliance Administration, Audit and Special Investigations Unit. DCHR’s mission is to provide human resources management services that strengthen individual and organizational performance and enable the District to attract, develop, and retain a well- qualified, diverse workforce.
The Policy and Compliance Administration designs, implements, and oversees unified personnel standards to support a safe, effective work environment. The Audit and Special Investigations Unit within the Policy and Compliance Administration at DCHR is responsible for conducting audits for compliance with certain programmatic areas including, but not limited to, District residency requirements and position designations.
The incumbent will produce clear, convincing, and organized audit documentation such as reports, internal operational reports, follow-up assessment reports, finding sheets, scope of work, policies, standard operating procedures, process flow charts, and work instructions, to effectively communicate information to internal and external stakeholders. Ensures all documentation is produced in accordance with applicable authority. Assess and refers to any potential violations of policy that arise from audits to the appropriate investigator(s) and/or leadership for further review. Assist in investigative analysis as needed.
Ensures established audit programs accurately address compliance and stakeholder objectives. Develops specific objectives and devises methods, techniques, and criteria pertaining to developing solutions and presenting findings. Lead audit projects that are designed to analyze and enhance personnel compliance. Perform all necessary functions of a compliance audit with limited oversight and in accordance with supervisory guidance, relevant authority, and auditing best practices. Develop audit and compliance analysis plans and approaches to evaluate and confirm compliance with applicable personnel requirements and authority.
Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
