Introduction
This position is in the D.C. Department of Human Resources (DCHR), Center for Learning and Development (CLD). The DC Department of Human Resources (DCHR) provides human resource management services that strengthen individual and organizational performance and enable the District government to attract, develop, and retain a well-qualified, diverse workforce. The Center for Learning and Development (CLD) provides training, workforce planning, and organizational development programs, and activities that increase the knowledge, skills, and competencies of District government employees, to enable them to provide the highest quality and most cost-effective services to the District of Columbia.

This position works collaboratively to provide learning solutions for Human Resource professionals, Training Coordinators, and agency leadership throughout the district to increase the capacity of learning programs and ensure alignment with the DCHR’s learning and development strategy. Create innovative learning strategies to increase the knowledge, skills, and abilities of District employees.

Duties and Responsibilities

Researches, develops, evaluates, and revises the training curriculum to ensure required standards are maintained by the organization. Plans course content and references, addressing District and federal regulations and guidelines for use in training sessions for the organization staff. Designs and develops desk guides, job aid training modules, workshops, etc. Provides advice and services for training aids and devices used in training. Determines objectives and scope of training courses, criteria for evaluation and provides instruction in methods of program evaluation. Performs administrative tasks to support the planning and execution of programs.

Conducts studies and surveys to identify performance problems. Reviews existing training programs and services, making changes, as appropriate. Develops training calendars and disseminates training information to all staff. Assists with registering employees for training opportunities. Develops components of web-based training curricula, training assessments, surveys and statistical reports to identify categories of training needs and services. Analyzes specific problems, determines causes and develops proposals for appropriate solutions.

Qualifications & Education
Education: Undergraduate and Graduate Education: Major study - education or a subject area related to the position to be filled.

Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s), supervising or administering a training program, development or review of training/course materials, aids, devices, etc., and evaluation of training results, and Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Specialized Experience:
This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

The work is performed in a normal office setting.

Tour of Duty: Monday - Friday 8:00 am - 4:30 pm

In-person reporting, flexible and limited telework options available upon position eligibility and operational needs.

Pay Plan, Series, Grade: CS-1750-11

Salary: $65,285 - $84,167

Collective Bargaining Unit: This position is not covered under collective bargaining.

Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
