Job Description
Major Responsibilities
- Under direction, with varying levels of difficulty and high degrees of latitude for independent action, the developer will design, develop, test and maintain advanced GIS applications and software that support the planning, management, and operation needs of Parks and recreational facilities.
- Design, develop and implement new modules/applications and maintain and enhance existing applications using Microsoft Power Apps, Microsoft Dynamics 365 and ESRI ArcGIS.
- Utilize Python for scripting and automation tasks within the GIS cloud and enterprise environments. Assist in troubleshoot-ing and resolving technical issues related to GIS applications.
- Create and implement Structured Query Language (SQL) on MS SQL Server.
- Promote a collaborative team environment and work closely with colleagues to achieve business objectives.
- Collaborate with stakeholders (e.g., business stakeholders, product owners, project managers and end users) to under-stand functional and non-functional requirements.
- Investigate and propose solutions to development and design problems.
- Conduct spatial analysis and generate reports to support decision-making processes. Develop dashboards and visualizations to present findings effectively.
- Prepare technical documentation, including software design evaluation plans, test results and technical manuals.

Minimum Qualifications
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
Preferred Skills
1. Minimum three years’ experience using the ArcGIS platform. 2. Minimum one year experience with building TSQL queries on Microsoft SQL Server. 3. Experience with low-code no-code platforms including Microsoft Power Platform. 4. Strong communication, analysis and problem-solving skills. 5. Understanding Object-oriented Programming concepts and basic data structures. 6. Ability to meet deadlines, identify issues and resolve with minimal direction. 7. Self-motivated and able to work both independently and in conjunction with team members.
