Job Description:
The Fraud Investigator II is the full performance level for employees that are responsible for investigating fraud, calculating overpayments, initiating Administrative or Court Action on all Intentional Program Violations, establishing overpayment and overseeing collections. This position will be unique in that the Fraud Investigator II will be a shared position between three local department of social services agencies and will be based at Gloucester Department of Social Services. The selected individual must be willing to travel to Mathews and Middlesex Counties.
The Fraud Investigator II is responsible for, but not limited to, the following duties:
Receive reports of fraud allegations from a variety of sources.
Evaluate, document, and track allegations of suspected fraud.
Conduct an inquiry and investigation into suspected allegation of fraudulent activity to determine intent or no intent in the program area.
Calculate overpayments when the overpayment is discovered through a fraud investigation
Initiates collection action to recover overpayments
Determines an Administrative Disqualification or refer cases to the Commonwealth Attorney’s Office for court intervention on all intentional program violations.
Train other staff in fraud prevention and detection
Work with law enforcement to prepare cases for trial
Prepare and provide case documentation to the Commonwealth’s Attorney, testify in court, prepare reports and maintain all work in the Fraud Free database Tracking System
Enter all disqualification in the Electronic Disqualified Recipient System (eDRS)
Stay abreast of policy and procedures related to entitlement programs
When activated by the County Administrator, must be willing to work in the community emergency shelter.
Hiring Range: $48,939 (May be higher depending on qualifications and years of experience)
Minimum Qualifications
- High school diploma or GED supplemented by work experience and/or training involving human services program eligibility, case management work or some legal work or any equivalent combination of training and experience.
- Knowledge of legal proceedings.
- Interpret policies and procedures applicable to various programs.
- Conduct interviews for the purpose of gathering information, evaluating situations, and analyzing information.
- Demonstrated ability to communicate effectively both orally and in writing.
- Exercise sound judgment, discretion, tact and resourcefulness in solving problems and drawing logical conclusions.
- Utilize various types of automated technology to establish and maintain case records, access and retrieve data, create reports and manipulate date.
- Proficient in operating a personal computer to include Microsoft Office tools.
- Maintain professional ethics related to confidentiality.
- Establish and maintain effective working relationships with others in a positive and tactful manner under sometimes stressful condition.
- Operate a motor vehicle.
Preferred Qualifications
- Knowledge of the Virginia Department of Social Services entitlement programs to include Supplemental Assistance Nutrition Program, Temporary Assistance for Needy Families, Energy Assistance, and child care.
- Prior experience in a position to detect or investigate allegations of fraud for entitlement programs.
- Knowledge of investigative techniques.
- Knowledge of basic human behavior.
