GENERAL PURPOSE:

The Facility Operator maintains a variety of equipment and materials utilized in construction, maintenance and repair activities as it relates to the Community Center and its buildings and grounds; performs a variety of tasks in the daily operation and maintenance of swimming pools and related components.

SUPERVISION RECEIVED:

Works under the supervision of the Director and Assistant Director of Parks and Recreation.

SUPERVISION EXERCISED:

None.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversees the effective and efficient operation of three pools and maintains the Derry Township Community Center and its grounds.
  • Cooperatively establishes a priority of work items with the Director or Assistant Director and ensures their completion.
  • Performs daily tests of pool(s) to ensure that all applicable state regulations are being met and makes appropriate adjustments when required.
  • Plans, schedules and implements construction, maintenance, and activities designed to maintain the quality of all elements of the Community Center and surrounding areas.
  • Identifies potential problems that need to be resolved prior to a malfunction that may cause an interruption of service.
  • Provides a proactive approach to repairs and formulates a recommended course of action for required work.
  • Trains and supervises employees performing maintenance duties in all aspects of the Community Center.
  • Performs routine preventative maintenance on HVAC and Pool Dehumidification systems to include, but not limited to, changing filters, oiling motors and changing belts.
  • Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of all department facilities.
  • Performs janitorial duties as needed and / or required.
  • Advises Director/ Assistant Director in matters relating to department activities.
  • Provides recommendations regarding equipment purchases and requisitions of supplies and materials needed for effective department operation.
  • Anticipates yearly expenses and provides a list, with estimated costs, for the required maintenance activities for the upcoming year.
  • Clears snow from walkways, driveways, etc. in order to safely open the Community Center. Works with the Hershey Public Library in the clearing of walkways.
  • Ensures the proper maintenance of equipment and tools by supervising and participating in cleaning and checking equipment and tools after use.
  • Oversees the safety of assigned maintenance workers and equipment operators by instructing individuals in proper safety procedures and by monitoring work in progress.
  • Assists in the collection of trash and recyclable refuse.
  • Prepares, sets up, and breaks down equipment for various classes, events and programs.
  • Inspects and assists in the control and use of supplies and equipment used in the maintenance, construction and repair of all department facilities to ensure that all equipment is in proper working order.
  • Must maintain a current “Category 24 Pesticide Applicators License” (PAL) certification.
  • Work toward acquiring Certified Pool Operators (CPO) status.
  • Completes second Facility Operators essential duties when absent.

PERIPHERAL DUTIES:

  • Operates motorized vehicles and equipment of various sizes in order to complete projects related to job duties.
  • Operates equipment and tools necessary to maintain the Community Center and its grounds. These include but are not limited to: snow blowers, chainsaws, leaf blowers, drills, saws and any other equipment required for job completion.
  • Performs routine inspection and preventive maintenance on facility equipment and refers defects or needed repairs to Director or Assistant Director.
  • Performs all duties in conformance to appropriate safety and security standards.
  • Required to be on-call for emergencies during the weekends, holidays, and times other than regularly scheduled hours.
  • Performs other duties as required.

Education and Experience:

(A) Graduation from high school, technical school or GED equivalent.

(B) Five (5) years of experience relating to the General construction, repair, pool operations, and building maintenance including the operation of related maintenance equipment, or

(C) Any equivalent combination of education and experience.

Necessary Knowledge, Skills, and Abilities:

(A) Thorough knowledge of equipment, facilities, materials, methods and procedures used in pool operations and buildings and grounds maintenance.

(B) Skill in operation of the listed tools and equipment.

(C) Ability to work effectively with other coworkers and to organize work to be completed. Ability to operate and maintain various equipment used in maintenance and repairs. To organize and supervise the activities of various part time or seasonal employees performing appropriately assigned work; to communicate effectively, verbally, and in writing; to establish and maintain effective working relationships with employees, other departments, and the public.

  • Category 24 Pesticide Applicators License
  • Certified Pool Operators Certification is preferred.

Knowledge of operation and use of motorized vehicles and equipment, including dump truck, pickup truck, utility truck, tractor, tamper, plate compactor, saws, pumps, compressors, sanders, generators, trencher, common hand and power tools, shovels, wrenches, pool vacuums, filtration systems, and all mechanical equipment to operate the facility. Ability to utilize a hand held radio, telephone and basic computer skills.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, night vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and at risk of electrical shock.

The noise level in the work environment is usually loud in field settings, and moderately quiet in office settings.
