TITLE: Public Safety Manager

DAYS: 260 DAY HOURS: 8 HOUR DAY
BASIC FUNCTION:
Ensure that DMPS students, staff and visitors are safe when using DMPS facilities. Serve as liaison between the district and City of Des Moines Police and Fire and Rescue Departments. Assess security at all schools to ensure safety for students and staff. Work with Emergency Management and serve on the district’s emergency response advisory committee. This position requires continuous use of independent judgment.
ESSENTIAL FUNCTIONS:
1. Manage the overall safety programs for DMPS.
2. Oversee the development and implementation of policies, codes, safety standards, and procedures that become part of the district operational policies.
3. Advise and direct district staff on safety/security regulations and compliance issues.
4. Direct the development and implementation of the District Safety/Security Program Plan.
5. Oversee and manage crossing guard program.
6. Develop district-wide safety/security report annually.
7. Coordinate investigation and recordkeeping of incidents of theft, vandalism, violence, substance abuse and special situations.
8. Recruit and Train Security Officers.
9. Serve as a district liaison for developing and maintaining rapport and meaningful dialogue with local, state and federal law enforcement agencies, other school districts and community service and business groups.
10. Ensure the District’s fire life safety systems are in compliance with all local, state, and federal regulations.
11. Oversee district security systems in conjunction with Facility Management Technology Specialists.
12. Work with emergency management agencies and district emergency response advisory committee.
13. Assess and monitor on-going security needs.
14. Evaluate safety employees and completes written evaluations.
15. Work with grant applications to obtain funding for additional equipment and technology.

HIRING SPECIFICATIONS:
Required Education and Experience:
1. Bachelor’s degree in Criminal Justice, Emergency Preparedness or equivalent to ten years of experience in public safety related fields.
2. Experience in leadership and operation of public safety, fire, and law enforcement.
Skills and Abilities:
1. Working knowledge of the Incident Command System.
2. Ability to respond to public safety needs any time of day, 365 days a year.
3. Strong technical report writing skills; ability to use prudent judgment and problem-solving skills to make decisions and recommendations that assist the district in meeting its mission; ability to communicate with tact and diplomacy, both orally and in writing, with all levels of district personnel, outside agencies, contractors, community groups, and citizens including tactfully directing/advising others as needed.
4. Ability to conduct oral presentations, relaying technical information in understandable terms; ability to pay close attention to detail, ensuring strict accuracy in work; ability to efficiently manage time and workload, which includes planning, prioritizing, organizing, and following through on a variety of tasks, assignments, projects, and reports and meet deadlines; ability to read and interpret technical information and contracts.
5. Ability to negotiate proper resolutions to various safety and security issues that remain the best interest of the district.
6. Proficiency in Microsoft Office products, internet and email use.
7. Competency working in a culturally diverse environment or the willingness to acquire these skills.
