ABOUT THE JOB:
Deschutes County is accepting applications for an Emergency Services Manager for the Deschutes County Sheriff's Office. This leadership role provides subject matter expertise and oversight during emergencies and disasters within Deschutes County, including the coordination of emergency management and disaster preparedness initiatives and projects within Deschutes County.
Key Responsibilities:
- Plan, organize, and direct all phases of emergency and disaster response and recovery, including prevention, preparedness and mitigation.
- Collaborate with stakeholders to build emergency management capacity and capability.
- Provide assistance and supervision to assigned staff on matters concerning emergency management.
- Support regional and state-wide emergency management initiatives to elevate the practice of emergency management.
- Promoting County goals and priorities and complying with all policies and procedures.
- Perform other duties as business needs necessitate.
Knowledge of or experience with:
- Principles and practices of National Incident Management System (NIMS) and related incident management activities.
- Emergency management and community planning with a working knowledge of the functions and procedures of public safety agencies.
- Basic awareness and understanding of fire behavior, strategies, and management principles.
- Principles and practices of supervision, leadership and public information.
- Budget preparation and management.
- Procurement procedures and contract administration.
- Planning, organizing, coordinating emergency preparedness, public assistance, response and recovery programs and activities.
- Various software programs, database management, alert and warning systems, GIS, mapping software, etc.
- Exercising sound judgement in appraising situations and in making critical decisions regarding complex issues.
- Coordinating, supervising, and leading the work of others.

Must be able to work any combination of 8 or 10 hours shifts; Incumbent must be willing to work a flexible schedule when needed, to meet the needs of the unit. Work is performed in a standard office environment and/or emergency operations center. In disaster situations or training environments, the physical demands may involve working out in the field with environmental exposures. Must be available for 24-hour on-call response in the event of a declared emergency.

- Bachelor’s degree in a related field;
- AND two (2) years of relevant experience developing, implementing, and administering projects and programmatic assignments; including supervisory or managerial experience;
- OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.
- Completion of Incident Command System (ICS) courses 100 through 400, IS 700 and IS 800.
- FEMA Professional Development Series (PDS).
Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.
Completion of Incident Command System (ICS) courses 100 through 400, IS 700 and IS 800, and the FEMA Professional Development Series (PDS) within six (6) months from date of hire.- Must pass a pre-qualifying driving record review and criminal history background.
