DEFINITION: Under general direction of the Director of Planning & Public Works, responsible for the managing activities related to the design, construction and renovation of park and recreation facilities and assigned open space areas.
SUPERVISION RECEIVED AND EXERCISED: Receives general supervision from the Director of Planning and Public Works. Exercises no direct supervision over staff.
ESSENTIAL DUTIES & RESPONSIBILITIES

- Determine and define project scope and objectives
- Predict resources needed to reach objectives and manage resources in an effective and efficient manner
- Prepares budget based on scope of work and resource requirements
- Track project costs in order to meet budget
- Develop and manage a detailed project schedule and work plan
- Provide project updates consistently to various stakeholders about strategy, adjustments, and progress
- Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables
- Utilize industry best practices, techniques, and standards throughout the entire project execution
- Continuously monitors and evaluates the efficiency and effectiveness of project delivery methods and procedures based on measurable outcomes and reports on project status to DRD staff and partner entities where appropriate.
- Measure project performance to identify areas for improvement
- Engages in strategic thinking to develop project goals, objectives and policies aligned with organizational and departmental goals and objectives and accessibility for all community members.
- Prepares and issues project proposals, RFP’s, budgets, and preliminary schedules.
- Prepare project organization and communication, in addition to recommendations and implement adjustments.
- Administers service agreements and contracts for area of responsibility; determines scope of work, monitors contracts and vendor/trade services.
- Issue contracts, letters of intent, purchase orders, and maintain contract execution tracking log.
- Collaborates with, provides advisory support for, and acts as liaison to other departments, citizen committees, public agencies and conservation organizations, and other stakeholders.
- Consults and works cooperatively with community-based associations, School Districts, program participants, residents, District team members, and partner organizations to maintain, create, and enhance recreational opportunities within the assigned service area.
- Communicates effectively with the general public, employees, user groups, partner entities, and other leaders in oral and written form. Prepares and presents staff reports.
- Manage and establish relationships with contractors, consultants, and vendors on projects. Monitor and evaluate projects and serve as the point (lead) person on projects.
- Writes, develops, completes, and maintains accurate documents, records, and reports in the successful execution of job duties.
