DEFINITION: Under general direction, plans, schedules, assigns, reviews, supervises, and participates in the work of staff responsible for rule enforcement education, patron safety, and the custodial upkeep and minor maintenance of District owned and/or operated parks, community centers, and recreational areas; coordinates assigned activities with other District departments and outside agencies; responds to requests and inquiries from the public and provides visitor information; provides responsible and technical staff assistance; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED: Receives general direction from assigned supervisory or management personnel. Exercises direct supervision over technical and maintenance staff.
CLASS CHARACTERISTICS: This is the full supervisory-level class in the Park Attendant series that exercises independent judgment on diverse and specialized activities related to patron education and safety within District owned/operated parks with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff and for providing technical support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

- Plans, organizes, assigns, supervises, and reviews the work of staff responsible for rule enforcement education, patron safety, and the custodial upkeep and minor maintenance of District owned and/or operated parks, community centers, and recreational areas; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
- Participates in the development of goals, objectives, policies and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
- Monitors activities of park team members; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
- Monitors the proper and safe use of District owned and/or operated parks, community centers, and recreational areas; patrols parks to ensure adherence to rules and ordinances; interprets and explains District, City, and other applicable policies, procedures, laws, codes, and regulations; assists in education about the enforcement of rules and regulations; escalates rules and ordinance infractions to appropriate agency/authority for enforcement action.
- Inspects work in progress and completed work of assigned employees and contractors for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications.
- Determines and recommends equipment, materials, and staffing needs for assigned operations, projects, and programs; participates in the annual budget preparation; prepares detailed cost estimates; prepares and monitors invoices for reimbursable expenses for contract services provided to the City; maintains a variety of records and prepares routine reports of work performance.
- Serves as a liaison with City staff to coordinate services, report hazards and safety concerns, and escalate rule infractions.
- Coordinates assigned services and operations with those of other departments/divisions and outside agencies; assumes responsibility for the opening and closing procedures for all locked City facilities.
- Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records and files; ensures the proper documentation of operations and activities.
- Acts as a representative to patrons and residents regarding questions, problems, concerns, and activities within District owned and/or operated parks, community centers, and recreational areas.
- Represents the District in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
- Maintains files, databases, and records related to park operations, maintenance and safety; prepares a variety of written reports, memoranda, and correspondence.
- Identifies training needs; administers training programs for skill development, safety awareness, and the safe and proper use of tools and equipment.
- Ensures staff observe and comply with all District and City mandated safety rules, regulations, and protocols.
- Performs other duties as assigned.
