Description
The primary responsibilities of the Program Analyst are to: 1) develop and maintain a system to manage the quality and accuracy of data entered into the State’s One-Stop Management Information System (OSMIS) and DESC’s local Launchpad system; 2) in coordination with the data analytics team, analyze and monitor performance of subrecipients to identify, for program leadership, opportunities for improvement; and 3) oversee and support subrecipient’s efforts to maintain case files that are uniform, accurate and fully compliant with funding requirements. The Program Analyst will rely on the data analytics team to produce performance analysis reports for leadership and on the compliance team to conduct formal audits and monitoring visits with subrecipients. Program Analysts report to the director of their assigned program area which may include the following: Partnership Accountability Training and Hope (PATH), Food Assistance Employment & Training (FAE&T), Workforce Innovation and Opportunity Act (WIOA). Trade Adjustment Assistance (TAA), and Wagner Peyser (WP).
Requirements
DUTIES AND RESPONSIBILITIES
· Provide data reporting and documentation support and oversight to DESC subrecipients to maximize data quality, case file compliance and performance.
· In coordination with data analytics team, conduct refresher trainings and provide technical assistance on OSMIS, Launchpad, and eligibility and exit documentation and processes required by federal, state and other funding sources.
· Ensure accurate data collection and reporting in compliance with program requirements through regular review of electronic and paper case files.
· Conduct monthly to quarterly quality assurance review of data entered OSMIS and Launchpad, including review of Individual Service Strategies or Individual Employment Plans, open services, case notes, outcomes and required documentation. Review for data accuracy and completeness as well as evidence of quality programming.
· Assist program director and managers in providing training, support and oversight to DESC subrecipients in regard to programmatic elements. For youth providers this may include integration of required program components such as WIOA Youth fourteen elements and Youth Build's education, construction trades, and leadership development requirements. For adult providers this may include implementation of priority of service and supportive service policies.
· Communicate with the Director and Program Manager on a regular basis to provide updates regarding contractor progress, achievements and milestones.
· Ensure subrecipients coordinate the proper tracking and recording of participant outcomes, including the coordination of post-program follow-up.
· Review electronic and paper files submitted by subrecipients to ensure participants are appropriate and properly exited from the program.
· Assist subrecipients to prepare for audits and monitoring visits conducted by DESC, the State of Michigan, US Department of Labor and other funding sources by conducting informal review of files to identify opportunities for improvement and to provide additional training and technical assistance.
· Assist subrecipients to respond to any issues revealed during formal audits and monitoring visits. Provide additional training and technical assistance as needed and informally monitor future files to ensure issues are corrected.
· In coordination with data analytics and IT teams, ensure OSMIS and Launchpad data is regularly reconciled, and imports are functional.
· Assist with design and maintenance of a process that monitors subrecipient Key Performance Indicators (KPI).
· Maintain large datasets using Excel or other databases and statistical software and develop recommendations and tools that can be used to correct performance issues.
· Regularly create queries and reports that help both leadership and partners identify potential issues and areas for improvement.
· Assist in evaluation of program effectiveness, investigate trends, and recommend modifications to improve program effectiveness.
· Analyze and draw insightful conclusions from large amounts of quantitative and qualitative data.
· Organize and facilitate various meetings, as necessary.
· Perform other related duties as required.

EDUCATION and EXPERIENCE:
· Requires a bachelor’s degree in social work, business administration, data science, applied statistics/math, or another related field. Equivalent combination of work experience and/or education may be substituted for formal degree.
· At least three (3) years’ experience in a role that focused on data and performance management is required.
· Relevant experience working in a nonprofit, education, workforce development, youth development, or collaborating with local human service resources is strongly desired.
· Experience with the Salesforce platform and/or OSMIS highly desired.
LICENSES: Valid State of Michigan Driver’s License – Position requires field work.
OTHER: Background check and drug screen required.
Salary commensurate with experience.
Salary : $55,000 - $62,000
