Under the general supervision of the Director of Children’s Initiatives, the Clinical Specialist – Infant and Early Childhood Coordinator has the primary responsibility of improving how the courts, child welfare agencies and related child-serving organizations work together to improve and expedite services for young children who are under court supervision. 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Oversees the goals and objectives for the Infant Toddler Court Program.
  • Acts as a liaison between the judge/referee and the Baby Court team. 
  • Maintains/monitors standards of practice to ensure consistency and fidelity of the Safe Baby Court Team model. 
  • Tracks data about the families served by the Baby Court team.
  • Represents the Baby Court Team within state and county early childhood systems of care.
  • Represents the Baby Court Team in the national SBCT learning community.
  • Maintains a list of trained Baby Court professionals from child welfare, infant mental health and legal advocates. 
  • Monitors and assists in capacity building. 
  • Identifies potential resources for the families/caregivers.
  • Recruits for support members of the Active Community Team.
  • Facilitates the Infant and Early Childhood Task Force meetings with community partners.
  • Assists community partners and internal DWIHN departments with resources and service delivery support.
  • Participates in outreach events to increase awareness of infant and early childhood services.
  • Performs related duties as assigned.

  • Knowledge of Federal policies, rules, regulations and procedures as it relates to DWIHN.
  • Knowledge of behavioral health and mental health principles and practices.
  • Knowledge of Integrated Care services for behavioral health patients.
  • Knowledge of Evidence Based Practices for the behavioral health field.
  • Knowledge of and ability to use treatment planning, case management and continuing care for behavioral health services.
  • Knowledge of data collection and analysis.
  • Knowledge of Early Childhood Development principles and practices.
  • Knowledge of “Baby Court” guidelines, rules and procedures.
  • Knowledge of Quality Management and Quality Improvement principles and practices.

REQUIRED EDUCATION:

A Master’s Degree in Social Work, Psychology, Counseling, the Human Services, the Social Services or a related field.

 

REQUIRED EXPERIENCE:

Three (3) years of full-time paid professional experience working in a human service, social service, mental health or behavioral health setting working specifically with children and families.

 

REQUIRED LICENSE(S).

A Valid State of Michigan clinical licensure:  RN, LMSW, LMHC, LPC, LLP or PhD. 

(A limited license will be accepted).  (LLMSW, LLPC, LPC, TLLP, LLP)

Applicants for this position must be eligible for endorsement from the Michigan Association for Infant Mental Health (Infant Family Specialist (Level II).

The  Infant Mental Health Specialist (Level III) is preferred.  

Please Note:  If you currently do not have the required endorsement(s), a waiver is required.

A valid State of Michigan Driver’s License with a safe and acceptable driving record.

 

WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan.  This position can work remotely with supervisory approval.  Currently this position is primarily a remote position.

 

SPECIAL CONDITIONS:

PLEASE NOTE: This is a grant funded position. As a grant funded position, this position will only be budgeted with available grant funds. In the case that this position is no longer funded by grant funds, the position will be removed from the DWIHN budget and the incumbent of the position will no longer be assigned to this position.
