Clinical Specialist - School and Infant Menta

Under the general supervision of the Director of Children’s Initiatives, the Clinical Specialist – School and Infant Mental Health will monitor the continued implementation of care coordination activities for children ages 0 to 21st birthday who have Serious Emotional Disturbances (SED) and intellectual developmental disabilities (IDD).  The Clinical Specialist – School and Infant Mental Health will specialize in the School Success Initiative Program and Infant Mental Health services (ages 0 to 5).


 PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Provides coordination, oversight and implementation to all school-based initiatives and infant mental health services (ages 0 to 5).
  • Facilitates Infant and Early Childhood Provider meetings.
  • Manages Infant and Early Childhood grants and submits the grant reports into the EGRAMS system.
  • Attends case consultation meetings and reviews the medical necessity of clinical services.
  • Establishes and maintains relationships with school district leadership and community mental health leadership to ensure optimal impact on behavioral health and academic achievement outcomes.
  • Creates reports, provides dissemination of products and activities in collaboration with the School-Based Initiatives. 
  • Summarizes results in separate, comprehensive, user-friendly report formats, in keeping with health literacy fundamentals, that community partners can use for more effective programming.
  • Operationalizes a plan to collect data.
  • Tracks and monitors systems that manage processes and outcome data for various school-based initiatives.
  • Creates training session evaluations and best practices for all training sessions
  • Revises current school-based initiatives and program evaluation data collection tools as needed, including development of on-line data collection, electronic record, etc.
  • Monitors a calendar of reporting deadlines, deliverables, and responsibilities for all school initiatives.
  • Facilitates status meetings with key stakeholders within a school or district to share contract utilization and student outcome data.
  • Participates in preparing and presenting evaluation core and project results at research conferences.
  • Coordinates regular meetings with community partners and provides evaluation and reporting expertise and technical assistance.
  • Develops agendas, organizes and maintains records of all School-Based Initiatives.
  • Ensures regular contact with primary community partners.
  • Ensures timely and efficient coordination of all School-Based Initiative activities.
  • Provides technical assistance to the development psycho educational classroom presentations, curriculum-based groups, individual psycho educational sessions, in-services, and parent education forums to the schools and other host settings as needed.
  • Develops reports of activities, collects and organizes resources and prepares correspondence for assigned activities.
  • Coordinates and plans events/activities from conception to completion.
  • Attends community partner meetings (Ex: Southeast Michigan Perinatal Quality Improvement Coalition, student health centers, WayneRESA, etc).
  • Provides oversight, monitoring and approval of Financial Status Reports.
  • Participates in all meetings related to school initiatives and system of care activities, i.e. Children’s Initiatives Team meetings, Children’s System Transformation meetings, School Based Mental Health Initiatives Implementation Team, etc.
  • Reports outcomes to Children’s Initiatives Director.
  • Performs related work as assigned.

  • Knowledge of Evidenced Based Practices (EBP), Promising Practices and Best Practices.
  • Knowledge of children’s services programs and projects.
  • Knowledge of the practices and principles of psychological, emotional, and sociological assessment and diagnosis.
  • Knowledge of Community Mental Health Services Programs (CMHSP) and Prepaid Inpatient Health Plans (PIHP).
  • Knowledge of Integrated Care practices and principles.
  • Knowledge of the continuum of care for all disability designations (I/DD SED, SMI, Co-Occurring Disorder).
  • Knowledge of documents / regulations that govern the provision of mental health services, e.g., Medicaid Manual Mental Health and Substance Abuse Chapter III, State Plan for Medicaid, Michigan Department of Health and Human Services Quality Plan, BBA requirements and the Mental Health Code.
  • Knowledge of NCQA requirements and the accreditation process.

 REQUIRED EDUCATION:

A Master’s degree from a recognized college or university in the Human Services, the Social Services, Psychology, Counseling, Social Work, or a related field.

 REQUIRED EXPERIENCE:

Three (3) years of professional experience providing clinical/behavioral health support for children, youth, and families in a behavioral healthcare or mental health setting.

 REQUIRED LICENSE(S).

  • A Valid State of Michigan clinical licensure:  LMSW, LMHC, LPC, LLP or PhD. 
  • A limited license will be accepted
  • Infant Mental Health Waiver / Endorsement Preferred
  • A valid State of Michigan Driver’s License with a safe and acceptable driving record.

 

 WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan.  This position can work remotely with supervisory approval.  Currently this position is primarily a hybrid position.
