Devis is seeking a IT Human Capital Manager to join our team in support of the Defense Health Agency Business Operations and Executive Support Services contract. The successful candidate will provide specialized human capital management expertise for IT workforce planning, development, and management to support the ADHCA, RMED, and SDD organizations within DHA, with responsibility for strategic workforce planning, personnel recruitment, and management. This role is contingent upon award and is on site in Falls Church, VA.

Devis is seeking a IT Human Capital Manager to join our team in support of the Defense Health Agency Business Operations and Executive Support Services contract. The successful candidate will provide specialized human capital management expertise for IT workforce planning, development, and management to support the ADHCA, RMED, and SDD organizations within DHA, with responsibility for strategic workforce planning, personnel recruitment, and management. This role is contingent upon award and is on site in Falls Church, VA.
Primary Duties
- Support senior-level Human Capital Management activities for Federal/Military employees
- Create civilian hiring action packets and conduct recurring meetings with DHA business partners
- Assist with identification of positions to fill and manage the hiring process
- Provide guidance on strategic IM/IT workforce planning and human capital management
- Develop and maintain the RMED and SDD Organization Chart
- Track retention and recruitment metrics and provide regular reporting
- Support military personnel and manpower actions to ensure compliance with regulations
- Monitor readiness requirements for military personnel
- Provide monthly reports on the status of military personnel programs
- Examine current force structure and define gaps in education, training, and experience
Required Qualifications
- Comprehensive knowledge of manpower, performance management, workforce planning, and human capital management
- Required understanding of Army, Navy, and Air Force military personnel and manpower programs and regulations governing those programs
- Proficiency in MS Office (Word, PowerPoint, Excel, Outlook), SharePoint
- Familiarity of the DoD and the Defense Health Agency is highly desired
- Detail-oriented, organized, and self-motivated with high attention to detail
- Excellent verbal/written communication skills and effective interpersonal skills
- Experience with military and civilian personnel systems and databases
Preferred Qualifications
- Bachelor's degree in Human Resources Management or related field
- Professional HR certification (SHRM-CP, SHRM-SCP, PHR, SPHR)
- Experience with Defense Civilian Personnel Data System (DCPDS)
- Knowledge of DoD Instruction 1400.25 (DoD Civilian Personnel Management System)
- Experience with military personnel management systems
- Background in IT workforce development or IT skills assessment
- Proficiency in data analysis and visualization tools for workforce metrics

Salary Range
