Our focused research, services and products include complex DevSecOps solutions to support refugee processing across multiple federal agencies, research and development for Signal Intelligence (SIGINT), Command, Control, Communications, Computers and Intelligence (C4I), Data Analytics, and Intelligence, Surveillance and Reconnaissance (ISR) development and sensor capabilities supporting both the aerospace/defense and intelligence communities, as well as complex HHS comprehensive care coding requirements, and integrated management systems for our countries civilian agencies (FAA, FDIC, HOR, etc.).

Overview   

Development InfoStructure (Devis) is seeking an Employee Relations Lead, for a proposal position, contingent upon contract award, that will will lead strategic efforts to cultivate and maintain a positive and productive workplace culture. This role is pivotal in aligning employee relations strategies with organizational objectives, ensuring compliance with employment laws, and fostering an environment of trust and collaboration. The ideal candidate will bring deep expertise in employee relations, leadership experience, and a strong commitment to Diversity, Equity, Inclusion, and Accessibility (DEIA).

Primary Duties

  • Develop and oversee the implementation of organization-wide employee relations strategies and initiatives to promote employee satisfaction and engagement.
  • Serve as the senior advisor to executive leadership on complex employee relations issues, providing data-driven recommendations and solutions.
  • Lead the resolution of high-level employee grievances, workplace conflicts, and disciplinary actions while ensuring fairness and consistency.
  • Establish and refine policies, procedures, and programs to support DEIA goals and ensure legal compliance.
  • Monitor and analyze trends in employee relations metrics to identify potential risks and proactively address workplace concerns.
  • Oversee the design and delivery of training programs for managers and employees on topics such as conflict resolution, leadership development, and organizational policies.
  • Ensure compliance with federal, state, and local employment laws and serve as a key liaison with legal counsel for employee-related matters.
  • Build and lead a high-performing employee relations team, providing mentorship, strategic direction, and professional development opportunities.
  • Collaborate with HR, legal, and compliance teams to address employee relations challenges and align them with organizational goals.

Required Qualifications

  • Master’s degree in Human Resources, Organizational Development, Business Administration, or a related field.
  • 10 years of experience in human resources, with a significant focus on employee relations.
  • 5 years of experience in a senior leadership role managing employee relations teams.
  • Proven ability to lead and resolve complex workplace investigations and disputes.
  • Deep knowledge of employment laws, regulations, and HR best practices.
  • Exceptional communication, negotiation, and interpersonal skills.
  • Demonstrated success in creating and implementing DEIA-focused programs.
  • Previously worked as a contractor or direct hire at USAID.
  • Experience hiring, managing or working with PSCs
  • Experience with computer systems, including web-based applications, Microsoft Office 365.
  • Must be able to obtain a public trust or greater.

Desired Qualifications

  • SHRM-SCP, SPHR, or other advanced HR certifications.
  • Experience in federal government or international development sectors.
  • Strong background in change management and organizational development.
