We're seeking an IT Program Delivery Manager (PDM) who will oversee the successful execution of Client s programs: Architecture, Compliance, Development, and Delivery.
The IT Program Delivery Manager will work directly with Client Senior Executives and Senior DoD officials to deliver customer defined requirements via PaaS enabled capabilities via Amazon Web Services (AWS), Azure, and Google GovClouds, as well as the DoD Secure Unclassified Network (SUNet). The IT Program Delivery Manager will also manage all software and professional services contracts.
This is a high-accountability, high-visibility role designed for a driven and detail-oriented professional who thrives in fast-paced environments and knows how to drive outcomes. The IT PDM will act as a force multiplier for the manager, ensuring he/she has 100% visibility, insight, and control over all core programs keeping everything on track, on time, and on budget.
Approximately 85% of program execution will be delivered through Professional Services contracts with software vendors, making contract administration a critical function of this role.
Responsibilities
- Serve as the primary operational lead across Architecture, Compliance, Development, and Delivery.
- Work closely with the Founding Member & Senior Technical Director and internal leadership to establish and launch new initiatives.
- Maintain day-to-day oversight and reporting on program progress, risks, milestones, and dependencies.
- Provide real-time visibility to executive leadership with escalation paths as needed.
- Coordinate across internal teams and external vendors to ensure timely delivery of program components.
- Administer and optimize Professional Services contracts, ensuring SLAs, deliverables, timelines, and quality expectations are met.
- Develop and enforce repeatable program delivery frameworks and best practices across the organization.
- Support executive reporting, planning, and strategic execution efforts.
- Identify opportunities for process optimization, risk reduction, and cross-program alignment.
- Drive initiatives related to cloud adoption, DevOps implementation, and automation to improve scalability and performance.
- Implement governance frameworks, ensuring compliance with NIST, CMMC, ISO, and ITIL standards.
- Understand system components, map functionality, and oversee capability delivery aligned with release schedules and integrity goals.
- Manage vendor-specific deliverables and assist in creating documentation for technical engineering projects (e.g., MSR).
Requirements
- Bachelor s degree in a relevant field (e.g., Computer Science, Business, IT Management).
- 8 10 years of experience managing large-scale DoD IT programs.
- Proven track record in program or delivery management roles within complex IT environments.
- Strong understanding of cybersecurity principles and regulatory compliance frameworks.
- Experience with architecture, development, compliance, or large-scale tech delivery programs.
- Exceptional communication, stakeholder management, and leadership skills.
- Strategic thinker with tactical execution capabilities.
- Highly self-motivated, detail-oriented, and accountable.
- Comfortable managing multiple priorities and stakeholder expectations in a dynamic environment.
- Willingness to travel up to 50%, based on client needs.
- Familiarity with government and defense IT requirements, including relevant cybersecurity regulations.
Desired Qualifications
- 6 years in Program/Project/Delivery Management, preferably within technology consulting or enterprise IT.
- Master s degree in information technology, Business Administration, or a related field.
- Certifications such as PMP, Agile/Scrum, or ITIL.
- Knowledge of Industry 4.0, IoT, and AI-driven analytics.
