Job Overview
GENERAL SUMMARY
Under general direction of a Procurement Manager, purchases good and services for the Airport Board in compliance with Uniform Commercial Code (UCC), Texas Local Government Code, Federal Code Federal Regulations, and Airport Board regulations (hereinafter referred to as “procurement regulations); review and process requisitions, issue purchase orders, monitor and perform contract administration, resolves problems resulting from delayed delivery of ordered items and coordinates revised delivery dates on back ordered items with Board departments; and works with suppliers and Airport Board Finance staff to resolve payment issues.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Negotiates and executes the procurement of requested materials, equipment, supplies, and services for Airport Board departments in accordance with UCC, local and federal laws, and Board policies and procedures. Assists Board departments with the preparation of specifications, delivery terms, and costs. Initiates various solicitation processes to include requests for information, requests for quotes, requests for bid, requests for proposal, or other approved solicitation methods. Advises using departments when requested items are unavailable and seeks substitute products that are acceptable to the end users. Tabulates quotes/bids/offers/proposals and makes award recommendation. Issues purchase orders to selected suppliers for goods/services. Supports minority and women business participation and attends minority and women business enterprise events. Manages the purchasing process through interface with the Internet, complex computer systems and financial management information systems software applications to include electronic requisitions, purchase orders, and receipts. Expedites orders, ensures goods/services are received, and resolves any issue with invoices in accordance with current Board policies and procedures. Arranges revised delivery date(s) or cancels original orders, locates new sources, and reissues purchase orders as required. Maintains supplier reference materials such as catalogs, price lists, etc. May be required to visit supplier sites to assure capability to perform. Performs other related duties as assigned.
MINIMUM REQUIREMENTS
- Bachelor’s degree in business or public administration, finance, or a related field.
- Two (2) years of purchasing experience.
- Bachelor’s degree requirement may be substituted by additional, related purchasing experience on a year-for-year basis.
- Possession of a valid Class C driver's license.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of modern purchasing methods, procedures and of the laws, regulations and codes governing the purchase of materials, supplies, equipment, and services.
- Knowledge of contract administration and contract monitoring.
- Knowledge of the meaning and proper use of freight terms and FOB points.
- Knowledge of the national standards and applicable associations, such as ANSI, NFPA, ASTM, ASA, etc.
- Experience in the use of ERP Systems and Microsoft Suite Applications.
- Skill in the use of personal computers, standard and specialized business applications.
- Ability to use analytical reasoning to determine lowest, responsive and responsibility bidder(s) or best offer.
- Ability to gather, analyze, and evaluate facts to prepare and present concise oral and written reports.
- Ability to locate supplier sources for a wide variety of items.
- Ability to negotiate for best pricing and equitable terms.
- Ability to maintain effective and harmonious internal and external working relationships, including interpersonal relationships in a team environment.
DESIREABLE
- Certified Public Purchasing Buyer (CPPB), Certified Public Purchasing Official (CPPO), Accredited Purchasing Practitioner (A.P.P.), Certified Purchasing Manager (C.P.M.), or State of Texas Buyer certification.
- Experience with Oracle Fusion .
