Key Responsibilities
- Review and prepare plans, specifications, contract documents and references and recommend contract awards.
- Inspect construction projects to ensure compliance with scope of work, plans, and specifications and identify and resolve conflicts between plan design and field work.
- Conduct pre-bid and pre-construction conferences and weekly progress meetings.
- Review and approve project submittals and close-out documents.
- Collect and summarize data and generate and maintain reports.
- Interview employees working on-site for contractors to verify Davis-Bacon wage compliance.
- Monitor project budgets, negotiate and initiate change orders and review and process construction progress payments.
Knowledge and Skills for Success
A successful Construction Inspector has…
- Knowledge of DHA policies and procedures.
- Understanding of project management principles.
- The ability to read and interpret blueprints, engineering drawings, diagrams, technical specifications and commercial standards and detect discrepancies.
- Knowledge of the materials, methods and practices of land development, building codes, building construction and structural rehabilitation.
- Understanding of applicable laws, standards and regulations relating to construction inspection and safety.
- Expertise in cost estimation and developing budgets based on scope of work.
- The ability to prepare bid packets in a timely manner.
- Skill in preparing and organizing inspection field reports.
- Understanding of the principles of record keeping and records management.
- Proficiency in utilizing a variety of business software programs.
- Excellent verbal and written communication skills.
- The ability to interact effectively with diverse groups of people.
Qualifications
- Associates degree in Construction, Construction Management, Construction Technology, Construction Engineering or Architecture
- Five (5) years of progressive experience in construction, construction management, quality control, cost estimation, contract administration, inspections, architecture or housing rehabilitation
- Or an equivalent combination of education and experience
- Valid Texas driver’s license
