Summary:

POSITION SUMMARY:

This position is responsible for providing support in the overall coordination of activities associated with emergency preparedness, facility safety and security; maintains knowledge and expertise in emergency management programs and policies; assists in the planning and implementation, documentation, and monitoring of emergency preparedness drills and exercises with hospital, city, county, regional, and state representatives; maintains and updates resource materials associated with Emergency Operations Plans ensuring that they adhere to any local, state, and federal regulations; assists in facilitating the activities of the Emergency Preparedness Subcommittee; supports the implementation & on-going education of The Joint Commission Emergency Management Standards, National Incident Management System (NIMS), National Response Framework (NRF) and the Hospital Incident Command System (HICS). This individual is the designated representative to the Hospital Preparedness Program (HPP) through the Trauma Regional Advisory Council (TRAC) Trauma Service Area-V. This person is responsible for attending local and regional meetings pertaining to emergency preparedness affecting the hospital and establishing agreements with local and regional entities that could assist in emergencies.

POSITION EDUCATION/ QUALIFICATIONS :

  • High School Diploma or GED equivalent preferred
  • Use of quality improvement tools and methods preferred
  • Knowledgeable with Joint Commission Emergency Management standards
  • Prior training, certification and experience in the following areas strongly preferred: emergency planning and management, emergency department, law enforcement, security, and/or fire services, risk management, hazardous materials management.
  • Must be able to be sensitive to cultural and bilingual issues.
  • Good written and verbal communication skills required.
  • Ability to read, write and speak English
  • Ability to communicate clearly and concisely with all levels of nursing, administration, and physicians
  • FEMA IS-100, 200, 700, and 800 certifications minimum. Must be able to attain IS-300 and IS-400 within 1 year of hire.

Responsibilities:

POSITION RESPONSIBILITES:

  • Promotes the facility mission, vision and values by effectively communicating them to others. Considers mission, vision and values in developing services, standards and practice
  • Assist with oversight of emergency management, facilities safety, security, and transportation services.
  • Respond to emergency and disaster situations which require assistance of the emergency management, facilities safety, or security teams.
  • Maintain a steady state of readiness to respond to include extended disaster activations.
  • Coordinate disaster response or crisis management activities for all 4 phases of emergency management (mitigation, preparedness, response, recovery).
  • Prepare incident command documentation, after action reviews, and corrective action plans that describe response and recovery efforts, needs, and preliminary damage assessments.
  • Collaborate with department directors and leadership, local, state, and federal officials to prepare and analyze damage assessments following disasters or emergencies.
  • Conduct hazard vulnerability analyses for facilities across the organization to determine gaps to address in disaster planning.
  • Provide technical support to others who may be conducting surveys or threat analysis at any DHR Health facility.
  • Consult with regional partners to determine needs and capabilities for the region in the event of a natural disaster or other emergency.
  • Assist with the preparation and implementation of plans that outline operating procedures to be used in response to manmade or natural disasters or emergencies causing an impact on the organization’s ability to provide essential services.
  • Propose revisions to plans, SOPs, and policies based on regulatory changes, technological changes, organizational changes, or lessons learned from previous emergency situations.
  • Review emergency plans of individual facilities at least annually.
  • Study emergency plans and lessons learned from other organizations to gather information for plan development.
  • Assist in the development, coordination, and conduct of drills and exercises.
  • Assist with the design and delivery of emergency/disaster preparedness training courses.
  • Community outreach and training in preparation of long-term plans and response activities compatible with local, regional, state, and federal plans.
  • Develop and maintain liaisons with local, regional, state, and federal partners both public and private in order to better facilitate plan development, improved response effort, and allocation and sharing of resources.
  • Inspect facilities and equipment such as emergency operations center, disaster response equipment, and communications equipment in order to determine their operational and functional capabilities in emergency situations.
  • Keep informed of activities or changes that could affect the likelihood of an emergency, such as those that could affect response efforts and details of plan implementation.
  • Keep informed of local, state, federal, and other governing agency regulations affecting emergency management and ensure compliance with those regulations.
  • Maintain and document an inventory of resources and assets on site that may be needed during an emergency response.
  • Maintain and update all resource material associated with emergency preparedness plans.
  • Attend meetings, conferences, and workshops related to emergency management, safety, and security to learn new information and to develop working relationships.
  • Actively participate on various hospital safety committees including Environment of Care Committee, Fire Safety Committee, Safety Education Committee, Building Safety Tour Team, etc.
  • Provide project support for those committees responsible for developing specific needs associated with various emergency scenarios for external and internal events (trauma, bioterrorism, chemical, nuclear, fire, weather, utilities/infrastructure disruption, etc.).
  • Work to build consensus when departmental response plans diverge.
  • Participate in and monitor the progress of performance improvement related to emergencies at DHR Health facilities.

B. Working Conditions : The individual spends over 95% of his/her time in an air-conditioned environment with varying exposures to noise. There is protection from weather conditions but not necessarily from temperature changes. The position does have low exposure to malodorous, infectious body fluids from patients and some minimal exposure to noxious smells from cleansing agents.

C. Occupational Exposure: This position has minimal to no exposure to blood, body fluids, or tissues and is an OSHA Category III (although situations can be imagined or hypothesized under which anyone, anywhere, might encounter potential exposure to body fluids). Person who performs these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid or to be potentially exposed in some other way.
