Responsibilities
- Oversee all facets of human capital and manpower support activities for a joint-Service workforce across Army, Navy, Air Force, and Federal Client stakeholders.
- Support civilian and military personnel actions including hiring, onboarding, promotions, awards, retirements, and readiness tracking.
- Provide guidance on strategic IT workforce planning, gap analysis, succession planning, and organizational design.
- Maintain organizational charts and personnel tracking dashboards including Retention and Recruitment Metrics Reports.
- Serve as a liaison with military and civilian personnel offices to coordinate billet management, requisitions, and evaluations.
- Ensure compliance with DoD and Federal Agency personnel security policies for onboarding (CAC issuance, SF-85/86 processing).
- Facilitate orientation briefings, policy dissemination, SOP creation, and personnel records management.
- Support manpower readiness tracking and performance management programs, ensuring alignment with strategic objectives.
Required Qualifications
- Minimum 11 years of experience in human capital management, workforce planning, or related field.
- Strong knowledge of DoD manpower regulations and personnel systems across Army, Navy, and Air Force.
- Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook), SharePoint, and Defense Travel System (DTS).
- Strong organizational skills with proven ability to manage multiple shifting priorities and deadlines.
- High attention to detail and excellent verbal/written communication and interpersonal skills.
- Experience managing readiness, performance evaluations, awards, and lifecycle personnel actions.
Preferred Skills
- Experience supporting joint military and civilian workforce within DoD or DHA environments.
- Experience with systems such as: DCPDS, MyBiz , PMAD, ATAAPS
- Understanding of records disposition requirements and federal HR compliance standards.
- Experience generating metrics, charts, and dashboards related to workforce analytics.
- Certifications: SHRM-CP, SHRM-SCP, PHR, SPHR, or DAWIA certification in Program Management or Human Capital.
