Position : Human Resource Generalist

Campus : ESC / Human Resources

Wage / Hour Status : Non-Exempt

Immediate Supervisor : Executive Director of Human Resources

Pay Grade : Per Compensation Manual

Days Employed : Per Compensation Manual

POSITION SUMMARY :

  • Support the district's HR operations by managing the employee lifecycle, including application processing, hiring, terminations, background checks, identity verification, and payroll-related documentation
  • Support administrative functions, employee benefits, risk management, and publications, ensuring compliance with district policies, state regulations, and federal employment laws
  • Support leadership programs, workers' compensation, leave management, and provide general HR and administrative support

QUALIFICATIONS :

Education / Certification :

  • High School Diploma or GED
  • Experience :

  • Five years of general clerical / secretarial experience or three years as an educational secretary
  • 2 years of HR experience, preferably in a public school or education setting
  • Special Knowledge / Skills :

  • Proficient in typing, word processing, file maintenance, and office records management
  • Knowledge of employment laws, background check procedures, and HR best practices
  • Experience with HR software, applicant tracking systems, and payroll processing tools
  • Strong organizational, communication, and interpersonal skills
  • Ability to interpret and disseminate information to individuals and groups
  • Proficiency in software for spreadsheets, databases, and word processing
  • Knowledge of basic accounting principles
  • Experience working with the public in a professional setting
  • Ability to operate a multi-line phone system
  • Ability to follow written instructions and maintain confidentiality
  • Strong data entry skills with attention to detail
  • Ability to prioritize and multitask in a fast-paced environment
  • Ability to work independently and as part of a team
  • MAJOR RESPONSIBILITIES :

    Recruitment & Hiring :

  • Process and review applications for district employment
  • Coordinate interviews and facilitate hiring procedures
  • Ensure all new hires complete the required documentation, including I-9 employment eligibility verification
  • Conduct background checks, fingerprinting, and employment verification in compliance with state laws
  • Prepare and distribute offer letters
  • Employee Onboarding & Records Management :

  • Guide new employees through the onboarding process, ensuring all required forms are completed
  • Process W-4 tax forms, direct deposit setup, and other payroll-related documentation
  • Maintain accurate and confidential personnel records, ensuring compliance with district policies and legal requirements
  • Support new teacher induction and mentorship programs by coordinating communications and logistics
  • Assist in processing applications and documentation for leadership development pathways
  • Maintain databases and generate reports related to teacher effectiveness programs
  • Employment Compliance & Reporting :

  • Ensure compliance with federal, state, and local labor laws, including FMLA, EEOC, and I-9 verification
  • Monitor and update employee background checks as required by district policies
  • Process workers' compensation claims and Texas Workforce Commission unemployment claims
  • Maintain accurate records, including workers' compensation, leave, and sick bank documentation
  • Support annual audits by maintaining proper documentation and records
  • Employee Offboarding & Terminations :

  • Process voluntary and involuntary terminations, ensuring proper documentation and exit procedures
  • Conduct final payroll processing, including benefits termination and payout of any accrued leave
  • Provide guidance to departing employees on COBRA benefits and return of district property
  • HR Administration & Support Services :

  • Assist with employee benefits, risk management, and general HR support functions
  • Participate in assessing and managing employee health and safety
  • Respond to employee inquiries regarding payroll, benefits, and HR policies
  • Assist with staff training related to HR processes, compliance, and policy updates
  • Support HR team with additional administrative tasks and special projects
  • Publications & Program Support :

  • Operate high-performance copier for central office, departments, and campuses
  • Monitor digital printing and copying operations for accuracy and efficiency
  • Inspect and examine printed products for quality assurance
  • Assist in the production and distribution of employee and community publications
  • Maintain an inventory of printing supplies and oversee equipment maintenance
  • General Administrative & Office Support :

  • Provide direct administrative support to department Directors and Executive Director
  • Manage calendar, schedule meetings, and coordinate appointments
  • Prepare and edit correspondence, reports, and presentations
  • Maintain organized digital and physical filing systems for program documentation
  • Track deadlines and ensure timely submission of reports and documents
  • Receive and direct incoming calls, take reliable messages, and route to appropriate staff
  • Greet and direct visitors
  • Respond to emergency calls and notify appropriate parties regarding safety and security concerns
  • Assist with the preparation of materials for professional development sessions and training events
  • Assist with special events such as job fairs, employee recognition, and other HR-related activities
  • Perform other duties as assigned by the Executive Director for Human Resources, the Director of HR, the Deputy / Assistant Superintendents, and / or the Superintendent.

  • Frequent walking, reaching, standing, kneeling, bending, pushing / pulling, and twisting

  • Work inside and outside (exposure to sun, heat, cold, and inclement weather)
  • Exposure to noise and biological hazards (body fluids, bacteria, communicable diseases)
  • Work with frequent interruptions; maintain emotional control under stress
  • Ability to interact positively and proactively with students, staff, and the community
  • Prompt and regular attendance
  • Professional Dress Code :

  • Must be professional, clean, and appropriate for an educational setting.
  • Visible body piercings (except earrings) are not allowed during work hours.
  • Evaluation :
