Duties and Responsibilities
CARGO-International FMS Acquisition Analyst
Responsible for contract development to include pre-solicitation development, preparing draft Justification and
Approval (J&A) documentation, providing sound, experienced insight, participate in Performance Work Statement
(PWS) / Statement of Work (SOW) development, continuous tracking and prioritization of contracts through the
Contracts Planning Worksheet, and advise leadership. Analyzes and reviews contract action requirements with Product
Directors to ensure requirements are within compliance of all applicable laws, regulations and policies. This position
requires direct engagement with senior leaders within numerous departments and agencies to discuss strategies and
scope for potential contracts as well as leading communications with government points of contacts and internal
business units during the proposal process. Monitor and manage potential Task Orders (TOs) on Indefinite
Delivery/Indefinite Quantity (IDIQ) contracts and develop capture strategies. Initiate, lead, and produce all contractual
reporting requirements and provide all reporting information required under the contract accurately and in a timely
manner. Create and maintain the Integrated Master Schedule for contracts. Draft Contract Requirements Packages and
Requests for Service Contract Approvals for high-dollar efforts. Participates in meetings and management reviews
providing support, contract action statuses, updates and schedule impacts to Product Directors and other senior level
government personnel. Must be able to utilize Paperless Contract Files (PCF) to build contract requirements cabinets
and upload requirements documents. Develops acquisition objectives and milestones to obtain the contracted services
within the timeframe demanded for the particular contract. Works closely with program managers/Leads and technical
representatives, provides recommendations, and assists with the preparation of the PWS/SOW. Attends meetings with
Government and contractor personnel and furnishes recommended solutions to contractual problems. Analyzes and
reviews contract action requirements with Assist Product Leads to ensure requirements are within compliance of all
applicable laws, regulations and policies. Knowledge of the various contract types, including sole source, source
directed, and competitive procurements. Knowledge of Foreign Military Sales procurement is a plus. Ensure that all
necessary documents are included in the Contract Requirement Packages such as; Document Summary List, Contract
Data Requirements List (CDRL), Independent Government Estimate (IGE), Procurement Work Directive (PWD), and
PWS/SOW. Prepare J&As for sole source and assist with the development of Acquisitions Plans, Service Acquisition
Strategies, and Functional Requirements Authentication Board (FRAB) documents.
Minimum Experience
Bachelor’s Degree with 12 years or Master’s Degree with 10.
