Position Summary: Manages the Human Resources Department and assists the Human Resources Director

- Under the direction of the Human Resources Director, develop and administer various human resources plans and procedures for all Agency personnel.
- Participate in developing departmental goals, objectives, and systems with Human Resources Director, and recommend necessary changes.
- Assist with rewritten job descriptions, as necessary; conduct annual salary surveys and assist with the development of merits (salary budget); analyze compensation; monitor the performance evaluations program for the Agency.
- Conduct recruitment effort for all exempt and non-exempt personnel; conduct and assist new employee orientations; write and place advertisements.
- Verify pre-employment screening to ensure proper documentation is obtained.
- Maintain personnel records to ensure compliance with Agency, State, and Federal Regulations.
- Verify employment and personal references on applications as needed for the Agency.
- Ensure all employees are properly oriented and all new employees’ files are in compliance with the Agency’s policies and procedures.
- Assure criminal history background checks and payroll reports are submitted within 72 hours of employment and twice a year for the Agency.
- Perform on-going file maintenance accurately for the Agency.
- Perform benefit administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost effectiveness.
- Participate in administrative staff meetings and attend other meetings for the Agency as necessary.
- Recommend new approaches of training for all levels.
- Assure the standards of confidentiality are met and followed.
- Perform and operate as supervisor of the HR Department; oversee the completion of tasks assigned to HR clerks in Parent and Branch Offices.
- Assure that all notifications for benefits eligibility are sent out to employee in a timely manner and forms are submitted to the corporate office for processing in a timely manner.
- Attend exit review during a termination as necessary.
- Attend job fairs for recruitment of potential employees.
- Assure that all incident/accident report forms are completed when submitted to the HR Department.
- Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
- Observe confidentiality policies at all times.
- Comply with federal, state, & company policies, procedures, and regulations.

- Equivalent to appropriate four-year college program.
- Two years Human Resource experience and/or office-related experience required..
- 2-3 years supervisory experience required.
- 3-4 years office experience, preferably in human resources.
- Familiarity with applicable state and federal regulations.
- Sitting in a normal seated position for extended periods of time.
- Reaching by extending hand(s) or arm(s) in any direction.
- Finger dexterity required to manipulate objects with fingers rather than with words, hand(s) or arm(s); for example, using the keyboard.
