Job Overview:
The Economic Development Manager is responsible for assisting the City Manager, City Attorney, and consultants to plan, create, and implement economic development and marketing programs to further the strategic vision and mission of the City of District Heights. The positions is focused on collaboration with, support to, and expansion of the commercial tax base through community planning efforts, identifying and implementing incentives/initiatives, and supporting local and state-wide legislation advantageous to local economic development initiatives. The ideal candidate embodies a spirit of public service, has excellent communication skills to work collaboratively with residents, stakeholders, and management, and elected/appointed officials. The ideal candidate demonstrates creative problem-solving skills. The ideal candidate also has a basic knowledge of community and economic planning, community outreach, event planning, and the ability to navigate Prince George’s County’s zoning ordinance and other large organizational structures related to planning and economic development.
Responsibilities:
- Policy Implementation: Participates with City Manager in framing Council’s vision and strategies for accomplishing organizational economic development, annexation, and growth initiatives; advocates for City, Federal, State, and regional cooperation where opportunities exist to further the City’s strategic goals. Develops and implements operational policies and procedures to establish and improve the City’s commercial tax base.
- Community Development & Outreach: Represents and supports the City Manager in business owner, citizen group, and elected/appointed official discussions and meetings. Builds relationships with current and prospective District Heights businesses, site selection firms, and other stakeholders.
- Presentation: Delivers professional presentations to elected/appointed officials, stakeholders, current and prospective business owners, site selection firms, and residents. Clearly communicates the City’s vision for growth, the benefits of commercial development, and the benefits of investing in District Heights.
- Special Projects: Manages special projects as assigned; monitors and reports on economic development initiatives and strategic planning process. Assignments include including research of new programs and services, budget analysis and preparation, and feasibility analyses.
- Data Analysis: Gathers information regarding citizen inquires and complaints, requests from the media and other regional, state, or federal agencies. Consistently demonstrates regular, reliable, and punctual attendance; occasionally works flexible evening and/or weekend hours.
Competencies – KSA:
- Municipal programs including planning, zoning, and economic development.
- Research and reporting methods, techniques, and procedures.
- Knowledge of governmental agencies involved in economic development initiatives, long-range planning, and land-use planning.
- Basic understanding of sustainability practices.
- Basic understanding of grants administration.
- Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Coordination - Includes planning, scheduling, organizing, prioritizing, and monitoring work activities by utilizing resources (both human and material) to their fullest and aligning work plans with departmental goals.
- Ability to research, collect, compile and analyze information and data.
- Ability to exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs.
- Ability to perform responsible and difficult professional work involving the use of independent judgment and personal initiative.
- Establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work.
- Prepare and analyze technical, administrative and fiscal reports, statements and correspondence.
- Assist in designing and implementing operating systems, policies and procedures. Perform administrative assistance duties in support of the City Manager.
- Ability to manage multiple projects with competing deadlines.
- Plan and perform complex administrative office organization and coordination duties.
- Proficiency in Microsoft office applications.
