Job Overview
The Resident and Business Services Manager oversees the daily operations of services provided to residents, taxpayers, and visitors to the City of District Heights. This role ensures the delivery of superior municipal services, compliance with regulations, and the effective coordination of resources to meet community needs. The ideal candidate will bring strong leadership, operational expertise, and a community-centric approach to the City government. The ideal candidate embodies a spirit of public service, works collaboratively with residents, stakeholders, and management, and leads and inspires administrative staff members.
Responsibilities
- Program Management:
- Direct and oversee public-facing programs and services including but not limited to records requests, informational referrals, permit and license processing.
- Develop and implement operational policies and procedures to improve public facing service delivery and efficiency.
- Strategic Planning and Implementation:
- Collaborate with senior leadership to establish goals and objectives for municipal
- services.
- Monitor performance metrics and implement improvements to meet statutory and service-level standards.
- Stakeholder Engagement:
- Serve as a primary liaison between the municipality and residential/business communities, addressing concerns and fostering positive relationships.
- Conduct formal and informal outreach and informational sessions to educate constituents on municipal programs and services.
- Staff Supervision and Development:
- Manage, mentor, and develop a team of departmental staff, ensuring alignment with organizational goals.
- Conduct regular performance evaluations and provide opportunities for training and professional growth.
- Budget Management:
- Prepare and manage budgets for resident and business services.
- Monitor expenditures to ensure cost-effective use of resources.
- Manage resident and business services contracts, vendors, and purchasing.
- Compliance and Risk Management:
- Ensure compliance with federal, state, and local regulations related to municipal services.
- Identify potential risks and develop strategies to mitigate them.
- Technology and Innovation:
- Leverage technology and data analytics to evaluate and enhance services.
- Evaluate and recommend new tools and systems to support department functions.
Qualifications
- Education: Bachelor’s degree in public administration, Business Management, or a related field. Master’s degree preferred. Specialized training and/or experience may be substituted for degree requirements in 5-year increments.
- Experience: Minimum of 5 years of experience in operations management, municipal services, or a related field. Leadership experience required.
- Skills: Strong organizational and people management abilities.
- Excellent communication and interpersonal skills. Proficiency in municipal management software and data analytics tools.
- Knowledge: Familiarity with municipal codes, regulations, and best practices in public service delivery.
