The DC Office of Human Rights (OHR) is seeking two skilled investigators to investigate claims of employment discrimination, housing discrimination, and other violations of the DC Human Rights Act (DCHRA) in the District of Columbia. OHR was established to eradicate discrimination, increase equal opportunity, and protect civil rights for people who work in, live in, or visit the District of Columbia. The agency enforces local and federal civil rights laws by providing an accessible legal process to those who believe they have been discriminated against. The laws enforced by OHR include the District of Columbia Human Rights Act of 1977 (DCHRA), the DC Family and Medical Leave Act of 1990 (DCFMLA), the DC Protecting Pregnant Workers Act of 2014 (PPWFA), the DC Fair Criminal Records Screening Act of 2014 (FCRSA), Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act of 1990 (ADA), the Age Discrimination in Employment Act of 1967 (ADEA), and Title VIII of the Civil Rights Act of 1964 (Fair Housing Act), among others. OHR investigators handle a challenging docket of complex discrimination cases, and are responsible for planning and executing investigations from beginning to end. This includes:
- identifying and assessing all legal claims and defenses presented in each case;
- drafting investigative documents (Investigative Plans, Requests for Information, Rebuttal Requests, Orders to Produce, and Subpoenas);
- identifying, locating, and interviewing all relevant witnesses, including conducting site visits, when possible;
- obtaining and evaluating all documentary evidence relevant to the parties' claims; and
- drafting a final investigative report, legal analysis, and recommended finding for each claim presented in each case.
Applicants should have a minimum of 2-3 years of experience with employment or housing law, anti-discrimination laws, and/or conducting investigations. The following attributes are also strongly preferred:
- Ability to perform issue-spotting and fact-finding in specific scenarios. Keen attention to detail is imperative.
- Excellent written and oral communication skills, research skills, and report-writing. Experience editing and proofreading documents is especially desirable.
- Working knowledge of employment or housing discrimination principles, anti-discrimination laws, and/or investigation best practices. Other desirable knowledge includes familiarity with human resources policies and practices, knowledge of administrative law processes, and/or familiarity with DC government agencies or the U.S. Equal Employment Opportunity Commission (EEOC) or U.S. Department of Housing and Urban Development (HUD).
- Ability to learn quickly and work in a fast-paced environment with minimal supervision.
- A passion for civil rights and anti-discrimination work.
