Essential Duties and Responsibilities

  • Plans, designs and implements an investigation program for the Office of Public Safety. This includes a three-tier criminal background check operation including driver records checks on applicants, officers, employees, public housing related court cases, traffic cases, civil cases, verifications of employment, retirement cases, etc.; serving as the Terminal Agency Coordinator (TAC), to ensure the agency maintains compliance with all requirements pertaining to the use of the WALES / National Crime Information Center (NCIC), Triple II, and Interpol for military. Conducts home visits in the District of Columbia and out-of-state visits to Maryland and Virginia locations; investigates resident complaints and residents' arrest cases, etc. Identifies program problem areas, proposes alternative strategies, and assist with or, as directed, carries out implementation;
  • Develops a standardized Police Field Training Program, which includes the Special Police Officer Training Certification and the Security Officer Training Certification; develops course and program content; develops training materials and curricula; and designs all related tests;
  • Trains Officers, as initiated by Memorandum of Understanding (MOU) with the Metropolitan Police Department (MPD), on various databases;
  • Secures and maintains confidentiality of all Officers' tests and test scores, and other confidential information; and updates database(s) for all Officers' training records;
  • Develops and updates Department Handbook for new employees;
  • Develops other training materials and curricula on subjects requested by the Chief;
  • Conducts or attends a variety of meetings and structured activities to foster better relationships between DCHA Law Enforcement and tenants (families, seniors and youths); develops and provides pamphlets, brochures, and other informational materials on safety and safety related issues.
  • Prepares correspondence and regular and special reports, etc., to keep management officials informed of the status of the work;
  • May attend court on the disposition of cases;
  • Performs other related duties as assigned.

Job Competencies

  • Knowledge of the policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned organizational entity in the DCHA
  • Expert knowledge of governing city, state and federal policing; District of Columbia criminal, civil and traffic laws; and governing provisions of the DC Code, ordinances, statutes, regulations, policies, procedures and requirements
  • Expert knowledge of an extensive body of law enforcement procedures, techniques and methods
  • Demonstrated knowledge of and ability to use law enforcement equipment
  • Expert knowledge of Cardiopulmonary Resuscitation (CPR) and Armament Systems and Procedures (ASP) training
  • Working knowledge of union contracts for both sworn and civilian employees
  • Knowledge of various law enforcement databases
  • Knowledge of specialized operating requirements, methods and procedures for safeguarding Government buildings and occupants
  • Highly skilled in training program development, including course and program content; training materials and curricula; and all related tests
  • Demonstrated skill in developing written materials designed to inform and teach intended audiences
  • Practical knowledge of the methods and techniques of instruction; and practical knowledge of the subject-matter being taught
  • Highly skilled in oral and written communication
  • Skill in using judgment, appropriate demeanor and tact in meetings and / or conferences
  • Ability to think logically, analyze problems, follow systematic procedures and develop reports and recommendations
  • Education and / or Experience

    Bachelor's degree from an accredited college or university and a minimum of (5) Five years' experience in law enforcement or related area; or other equivalent combination of education and experience which meets the minimum qualifications requirement may be substituted. Preferred that and passed a standardized Certified Instructor Course.

    The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and / or verification of work history.

    This position has been designated by the department to require a drug and alcohol screening and background check. Finalist(s) for this position will be subject to drug and alcohol testing and will be required to consent to a pre-employment background check as a condition of employment.

    Technical Skills

    To perform this job successfully, an individual should have a strong working knowledge of the use of personal computers and various software packages such as Microsoft Word, Outlook, and Excel; and must be able to learn other computer software programs as required by assigned tasks.

    Supervisory Controls

    The incumbent works under general supervision. The supervisor provides administrative direction in terms of broadly defined missions or functions. The incumbent is responsible for planning, designing and carrying out assignments, resolving most conflicts that arise, coordinating the work with others, as appropriate, and interpreting polices in terms of established objectives. The incumbent is also responsible for staying abreast of significant innovations in training methodology and equipment. The incumbent keeps the supervisor informed of progress, potentially controversial matters, accomplishments, and far-reaching implications.

    Results of the work are considered technically authoritative and normally accepted without significant change. Review of the work concerns such matters as fulfillment of program objectives and the effects of advice and influence on the overall project or assignment. Recommendations for new projects and alteration of objectives are usually evaluated in terms of availability of funds and other resources, broad program goals, and departmental priorities.

    GUIDELINES

    Guidelines used include police training and other manuals, plans and objectives, broad policy statements, procedures, technical references, governing District and federal laws, regulations, directives, and requirements.

    Incumbent uses initiative, experience and judgment in interpreting governing policies, laws, codes and statutes; and in deviating or extrapolating from traditional methods in order to resolve problems and achieve desired results.

    COMPLEXITY

    The work requires planning, designing / developing, and implementing comprehensive enforcement investigation and training processes and programs. Projects involve reviewing, analyzing, and providing solutions to enforcement needs. Projects require a range of approaches and often require extrapolating traditional techniques to solve major problems, deficiencies, and initiatives.

    SCOPE AND EFFECT

    The work helps to formulate and implement procedures, tools, processes and programs which provide a framework to support the public safety mission of the department and the agency. The work ultimately affects the safety and well-being of District of Columbia Housing Authority's residents, officials, workers, clients, visitors, contractors, and the general public.

    Personal Contacts

    Personal contacts are with officers, staff and management officials of the department, Human Resources Department, the Office of Audit and Compliance, Office of the General Counsel, property managers, and staff and officials throughout the Authority; applicants, residents, the Police Academy; the Metropolitan Police Department (MPD), employers; courts, guest speakers, outside legal teams, outside trainers, and the general public.

    PURPOSEOF CONTACTS

    The purpose of the contacts is to obtain, investigate, uncover, validate and provide information; coordinate activities; and resolve difficulties. Persuasion and negotiation may be necessary to assure Department directives are adhered to; to assure compliance with governing laws, regulations, policies, standards and codes; to successfully accomplish established goals, objectives and plans; and to ensure total and quality mission accomplishments.
