What are the responsibilities and job description for the FT Chief Financial Officer, District-Wide position at District Office - Business Office?
The Manheim Central School District is hiring a Chief Financial Officer (CFO) to join our dynamic Business Office team. The anticipated start date for this position would be around July 1 2025.
The position is responsible for providing administration and/or supervision of the system-wide business and support operations of the Manheim Central School District. The CFO provides leadership and strategic vision for financial management, budgeting, capital planning, and business operations of the district. The CFO is responsible for the district’s operational services to include the business, facilities maintenance, transportation, technology, and food services departments. The CFO provides interdepartmental support and serves as an information resource on financial and operational matters. As a strategic partner, the CFO assists the Superintendent in strategic planning, policy development, and implementation of district objectives.
ESSENTIAL FUNCTIONS:
- Serve as an advisor to the Superintendent, and participates in district-wide planning, development, and evaluation to support financial and operations initiatives.
- Oversee, develop, and formulate objectives and processes for the business department, food services department, technology department, facilities department, and transportation services.
- Partner with the Human Resources department to establish systems and processes for personnel, payroll, and benefits operations.
- Participate in the strategic staffing process by providing information and analysis regarding the short- and long-term financial implications.
- Direct and oversee the annual budget preparation, including collection and dissemination of available data for budget development and resource allocation, and communication of budget information to the district administration and staff, board members, and community stakeholders.
- Develop regular multi-year financial forecasts and communicate results to the Board and administrators.
- Maintain good public relations with parents, businesses, and community groups to provide information and receive feedback, attend district-level functions, and represent the district on community committees or groups as needed or directed by the Superintendent.
- Oversee the District's financing activities that include planning, structuring, and obtaining financing for construction and property and equipment acquisitions.
- Oversee capital project planning with the Director of Facilities.
- Develop pupil transportation policies, rules, and procedures; enforce federal and state regulations.
- Oversee and monitor bus routing and scheduling, and the preparation of statutory transportation reports.
- Nurture a positive relationship with transportation companies and maintain transportation contracts.
- Oversee the student registration process, and the maintenance of pupil accounting records and PIMS reporting in accordance with state regulations and guidelines.
- Monitor the school district’s financial accounting system in accordance with “The Manual of Accounting and Related Financial Procedures of Pennsylvania School Districts.”
- Prepare the annual financial report of the general fund for the state; prepare monthly financial reports to the Board of Education.
- Study, evaluate, and, as appropriate, recommend adoption of procedures and financial plans, and assist in budget preparation for newly approved programs as related to business, facilities management, food services, and transportation.
- Purchase district insurance policies and maintain relationship with insurance providers.
- Implement and supervise a district-wide asset management system.
- Recommend and purchase enterprise-wide administration and operation software and relative applications.
- Maintain an optimum relationship with other administrators and staff members, always mindful of the importance of confidentiality.
- Contribute to the effective team management of the school district in support of all short- and long-term objectives and strategies.
MARGINAL FUNCTIONS:
Marginal Functions will vary with the specific assignment and depend on the particular position function for which the person is responsible.
SCOPE AND IMPACT:
This position accomplishes most of its tasks through diversified operating procedures. Internal contacts include administrators, the Board, the district office employees, the buildings and grounds staff, food services staff, technology staff, business office staff, teachers, principals, students, and other school district employees. The external contacts include Pennsylvania State Agencies, the Pennsylvania Department of Education (PDE), auditors, parents, and the general public.
MINIMUM REQUIREMENTS:
This position requires a Bachelor’s Degree in Business, Finance, or Accounting; CPA and/or MBA plus experience as a school business administrator is preferred. Strong technology skills are required as well as strong interpersonal, decision-making, and leadership skills. Valid driver’s license required.
SPECIAL SKILLS:
The incumbent must possess a keen knowledge of finance in addition to strong managerial and human relations skills. The ability to relate to and function effectively with people of varying backgrounds and positions as well as the skill to communicate effectively is required. The incumbent must possess the ability to set district goals and objectives and to continually assess employee development. The possession of a positive and professional attitude toward duties and responsibilities is required as well as the ability to maintain the highest level of confidentiality. Evidence of high personal esteem is necessary.
